The High Court of Kerala on Thursday reserved interim order on petitions filed by schools challenging the allocation of Plus Two batches.
During the course of the argument, Advocate General K.P. Dhandapani challenged the locus standi of some petitioners in the case. In some cases, the petitioners were presidents of Parent-Teacher Associations (PTA) who did not have any locus standi, he said. The Advocate General said that some petitioners had sought additional batches, whereas in some other cases batches were allotted to some schools managed by the same management. In yet another instance, new batches were denied to schools as sufficient seats were already available with them or fresh batches were allotted in some nearby schools based on the requirement, he said.
Mr. Dhandapani conceded that some mistakes might have occurred while allotting nearly 700 new batches. He also sought to file counter affidavits in the case as the court sought additional information on the allocation.
The Single Bench asked the Advocate General whether there was any merit-rating of schools which had applied for the batches. At one stage, when the Advocate General could not come up with satisfactory answers, the court wondered how he could come up with flimsy arguments.
Asking for all the files related to the allocation from the government, the judge said he would find by himself the merit-rating in the allocation of batches.
