Only Rs.5,024 crore of the Rs.20,000 crore State Plan funds for 2014-15 has been utilised during the first seven months of the fiscal.
The latest review by the State Planning Board on Plan implementation till October 31 has revealed that the 39 departments were able to spent only 25 per cent of the funds. The Rs.20,000 crore included the Rs.1,125 crore earmarked for special infrastructure projects.
The Social Justice Department spent 120 per cent during the first seven months utilising Rs.552.2 crore. The amount allotted to it was Rs.458.27 crore. The local self-government bodies that got the highest allocation of Rs.4,700 crore were able to spent only 19 per cent (Rs.883.76 crore).
The Public Works Department came second with 91 per cent utilisation of the Rs.889.36 crore allotted to it. The Transport Department was able to spent 64 per cent (Rs.135.22 crore) of the Rs.209.22 crore it got and the Tourism Department spent 45 per cent of the Rs.206.65 crore allocation for 2014-15.
The Health Department utilised 43 per cent of the 665.12 crore allotted to it. The Agriculture Department that was given Rs.1,051.91 crore spent 23 per cent and the Animal Husbandry 21 per cent. Of the Rs.39.16 crore, the Food and Civil Supplies utilised only 8 per cent (Rs.3.02 crore).
The Industries and Commerce Department used 13 per cent of the Rs.639.15 crore, but the Information Technology Department spent 33 per cent of the Rs. 313.33 crore.
The Higher Education Department spent 11 per cent of the Rs.528.16 crore it got and the General Education Department spent Rs.90.16 crore (24 per cent) of the Rs.368.66 crore allotted to it.
The Scheduled Castes Department spent 22 per cent of the Rs.1,060.65 crore, but the Scheduled Tribes Department was able to use only 16 per cent of the Rs.451.78 crore of its share. The Planning and Economic Affairs Department utilised 3 per cent of the Rs.263.69 crore Plan funds and the housing wing utilised one per cent of the Rs.49.32 crore given to it. The Cabinet had decided to relinquish the Plan projects that had not been taken up during the past eight months and those unlikely to be completed before May 2016.
