The Kerala State Electricity Regulatory Commission has spared the agriculture sector from the power hike. The commission has also expanded the slab of ₹2 per unit for paddy cultivation to include irrigation purposes for the cultivation of vegetables, fruits, coconut, palm, pepper, cocoa, coffee and spices.

The village-based drinking water distribution units working as part of the Jaladhara, Sujaladhara and Jalanidhi projects will be given power at domestic rates. Endosulfan victims will get up to 150 units of power at the rate of ₹1.50 per unit.
