NSS alleges foul play in appointments

The Nair Service Society (NSS) has alleged that the State government was deliberately disregarding the non-reserved communities from the appointments carried out through the State Employment Exchanges.

In a statement, general secretary, G. Sukumaran Nair, said the information received under RTI gives a deplorable picture of the state of affairs.

Not a single non-reserved category candidate from the forward communities find a place among the top 500 ranks in the seniority list for metric and pre-metric candidates made available from the employment exchanges at Nedumangadu, Kollam, Kattakkada, Kundara, Kottarakkara, Punalur and Pala.

Employment exchanges at Kollam, Punalur, Paravur, Kadackal and Karunagappally had reported 27,672 vacancies during 2011-12. Against this 15,736 candidates were served advise memo. Among them there are only 42 candidates from metric and 60 pre metric categories from those who belonging to the non-reserved forward communities, Mr. Nair said.

During the three years from 2008-2011, 58,504 appointments were made through employment exchanges in the State. Going by the available data, anyone can imagine what the situation would be, Mr. Nair added.

According to the NSS chief, the basic reason for the state of affairs was the skewed policy being followed by the State government. As per the procedure followed presently, the seniority lists for the candidates selected under general category and reserved categories were prepared on the basis of the seniority in the registration of the names of the candidates with the Employment Exchange. As per the existing rules, the SC/ST candidates are given benefit of five years and the OBC, three years in their maximum age limit.

On account of the delays in the appointment process, many of the candidates in the general category list get disqualified as they are ‘over-aged’, by the time appointments were made. However, under the rules followed by the State government, when vacancies arise in the general category on account of lack of suitable candidates, they are filled from the candidates from reserved categories. “Interestingly, the concession in age limit for the reserved category candidates is extended to these appointments also,” Mr. Nair pointed out.

The NSS had called for confining the concession limit, to appointments to reserved category list, but the Kerala government had not listened to it so far. However, the Union government had put an end to this practice in the appointment to central government vacancies, made through employment exchange, 13 years back through the order No. E.E.M 1/2000, Mr. Nair said.

He hoped that the State government would take the signal from the Central government’s stance on the issue and desist from continuing the practice of intentionally closing its eyes to the legitimate demands from the candidates from the non-reserved forward communities for a rightful share in appointments.
