The CPI(M) State committee meeting has approved an exhaustive action plan for the government for the coming one year stipulating, among other things, that the government need not go in for land acquisition for establishment of private industrial ventures and that exemptions granted to industries should be subject to utilisation of land allotted to them for industrial purposes.
The committee, which concluded its two-day meeting here on Tuesday, has taken the view that while the government must do everything possible to facilitate private investment in the State, it would be unwise for it to acquire land and hand it over to private entrepreneurs. Those who wish to set up industries in the State must be encouraged to acquire land on their own at market rates. On its part, the government should focus on granting clearances without delay and reducing the gestation period.
The committee has also directed the government to give speedy clearance for all pending investment proposals and to take all steps necessary for revival of traditional industries and expansion of public sector units. It has also sought speedy completion of the ongoing head count to identify the actual number of Below Poverty Line (BPL) families in the State and urgent measures to distribute land to the landless. The committee has also underscored the need to speed up implementation of the ambitious EMS Housing Scheme, which seeks to provide houses to those who do not have houses of their own.
Although the document has its focus on the departments controlled by the CPI(M) Ministers, various projects and schemes currently under implementation by the other LDF Ministers too have been dealt with it. The CPI(M) State leadership has not gone public with the document in order to try and bring other coalition partners on board in its efforts to speed up governance initiatives. With this end in view, the party has decided to place the governance and development agenda that it has finalised before the State committee of the ruling Left Democratic Front (LDF) to evolve a consensus over it.
