New Bill to unify local body wings

Employees can be transferred among various departments with the enactment of the Bill

Minister for Local Self-Governments K.T. Jaleel has said that a unified service Bill to unite local self-government institutions in the State will be introduced in the Assembly soon.

He was inaugurating the first State Urban Day celebrations organised by the Urban Affairs Department at Sulthan Bathery on Friday.

Dr. Jaleel said that though the transfer of employees was possible within corporations and municipalities in the State, it was not possible among other wings of the department such as grama panchayats or town planning. Once the Bill was passed, all wings would be brought under an umbrella and it would help solve the dearth of employees in the department to an extent, the Minister said.

“The Bill is in its final stage and will be introduced in the Assembly in six months,” Dr. Jaleel said.

Building permit software

He said the vacancies of nearly 600 III grade overseers in the department would be filled by February end. The building rule reforms were in their final stage and the trial run of software titled Intelligent Building Permit Management System for permission for constructing buildings was successful, Dr. Jaleel said.

Once the software was used, the waiting period for getting permission for building construction would be reduced considerably.

I.C. Balakrishnan, MLA, presided. As many as 400 delegates from 87 municipalities and six corporations in the State are attending the two-day programme.
