Chief Minister V. S. Achuthanandan said here on Wednesday that there were precedents of the Governor’s address to the Assembly not having clearance of the full Cabinet.
The Chief Minister was responding to the questions from the media on the controversy over the address of Governor, made in February this year, not having the approval of the Cabinet.
The Cabinet had referred the speech to a Cabinet sub-committee for finalisation and the Chief Minister had sent the speech to the Raj Bhavan without referring it back to the Cabinet.
Mr. Achuthanandnan said that the Chief Minister’s signature would suffice in such cases and would indicate the Cabinet’s approval.
He said that the government would shortly give the explanation sought by the Governor R. S. Gavai in this regard. (The Opposition had petitioned the governor over the issue.)
