Chief Minister Oommen Chandy on Thursday said that the State has charted out a plan to become a fully digital State.

Delivering the inaugural address at the 17th national conference on e-governance being held here on Thursday, Mr. Chandy said that in keeping with that vision, the State had implemented a slew of initiatives like e-district and e-tendering while most of the government departments had embraced e-governance.

The government is committed to ensure that the benefits of various strategic initiatives of the Central and State governments get percolated down to the right beneficiaries on time in a hassle-free manner.

In this context, Mr. Chandy said that Akshaya centres were playing a pivotal role in disseminating various schemes and services to the needy and the downtrodden. Even the Common Service Centres programme, envisaged by the Union government, had its inspiration from the Akshaya model of service delivery in the State.

e-tendering system

“Kerala is also one of the first States to successfully launch the end-to-end e-tendering system and all the departments are using the e-tendering system for various procurements,” Mr. Chandy said. He said that the tag of most e-ready State in the country would inspire the government to remain in the top in the years to come.

Later, Mr. Chandy inaugurated an exhibition being held alongside the conference.

Delivering the presidential address, Minister for Industries and Information Technology P.K. Kunhalikutty said that the launch of the State-designated e-payment gateway had helped the government in launching a lot of transactional services through various government portals. The government’s vision is to provide all government services through the Internet and mobile phones, taking advantage of the State’s high Internet and mobile phone penetration.
