UGC regulations to be applied for appointment

Kannur University has issued an order reversing the university Syndicate standing committee’s earlier proposal to relax the norms for the appointment of Principals in aided affiliated private colleges.

In the order issued on July 3, it has been clarified that the University Grants Commission (UGC) regulations for appointment of Principal under direct recruitment will be applied.

The performance-based appraisal system (PBAS) proforma with Academic Performance Indicators (API) scores as prescribed in the UGC regulations is required for the direct recruitment of Principals in private aided colleges affiliated to the university, the order says.

“As stipulated under category III (research and academic contributions) of the PBAS proforma of the UGC regulations, minimum API scores of 400 points is required for the direct recruitment of principals in the private aided colleges.”

The API score is calculated under category-I (relates to teaching-learning evaluation), category-II (co-curricular, extension and profession-related activities) and category-III (research and academic contribution). The Hindu in its report published on June 23 cited the decision of the standing committee at its meeting on June 11 which set the minimum category-III API score per year under the assessment period of three years prior to the current academic year at 20 (totalling 60) for direct recruitment.

The committee had at that meeting also decided that a minimum total of 360 API points is required for the appointment of Principals under direct recruitment.

As per the UGC regulation, direct recruitment of a Professor/equivalent cadres required a consolidated API score of 400 points from category-III alone. The standing committee’s proposal to revise the stipulation under category-III from 400 points as prescribed by the UGC to 60 points has been reversed as per the recommendation of the standing committee’s meeting on June 24 (a day after the report was published in this newspaper)

The order issued on July 3 says that the university received “several queries and requests for clarifications” on API scores for direct recruitment of Principals. The recommendations of the meeting of the standing committee on June 24 were approved by Vice-Chancellor M.K. Abdul Khader.

As for appointment of Principals on the basis of seniority-cum-fitness, the requirements included Associate Professorship/Professorship with a total experience of 20 years of teaching/research/administration in universities/colleges and other higher education institutions. A no-objection certificate from other incumbents should be produced, whenever, necessary for the appointment of Principals on the basis of seniority-cum-fitness, the order says. For promotions of Principals in minority institutions, the institutions should produce a certificate proving the status of the institution (minority certificate), from the authority.
