The Cabinet on Wednesday decided to introduce the e-office software developed by the National Informatics Centre in all departments of the Secretariat.
The software is capable of handling department files in electronic format and has features such as knowledge management system, personnel information system, and collaboration and messaging services. It has an open architecture and claimed to be technology neutral with common data sets and standards.
Chief Minister Oommen Chandy told the media after the Cabinet meeting that the government proposed to widen the use of file tracking system which was already in use at the Secretariat.
Market intervention:
The Chief Minister said the Cabinet had sanctioned funds needed for market intervention during the festival season. An amount of Rs.30 crore would be released to the State Civil Supplies Corporation and Rs.25 crore to the Consumerfed. Availability of essential articles would be ensured during Onam, he said.
Mr. Chandy said that funds for paying compensation of Rs.2.10 lakh each to the next of kin of those who had died in landslips and other calamities in Idukki had been released. They would also be paid Rs.2 lakh each from the Prime Minister’s Relief Fund. The State government would forward the list to the Centre shortly. Payment of compensation without production of heirship certificates would be permitted to avoid delays in payment.
Mr. Chandy said the procedure for assessing damage to houses too had been simplified. Now engineers at the panchayat-level could certify the damage. The disbursement of compensation for destroyed and damaged houses would begin soon.
The Chief Minister said the government order making Malayalam compulsory for employment in government would be reviewed. This was in view of petitions from linguistic minorities. “While we love our mother tongue; we are not mad about it,” he said.
Replying to questions on the CBI findings in the Valakom case (attack on teacher), the Chief Minister said the State police could not be faulted for not detecting the case since they had not completed the investigations. It was he who had referred the matter to the CBI.
He said the Cabinet had decided to upgrade152 posts of upper division clerks in block offices to that of head accountant. It sanctioned 30 posts for police station at Vagamon. Land belonging to the block office at Vadavukode near Kolencherry would be given for building a mini civil station.
An amount of Rs.9.65 crore had been sanctioned for a bridge at Kallikkad across Neyyar. Posts of two biotechnology teachers had been sanctioned for S.N. College, Kollam, and that of a part-time Malayalam teacher for S.H. College, Thevara.
Sree Mahavishnu temple at Ettukudukka would be given 0.57 hectares of government land at concessional rate of Rs.200 a cent, he said.
