The e-District project for online delivery of citizen services in Kerala is set to cross a milestone, with the number of applications for e-certificates expected to cross 1 crore by the end of the year. As many as 93 lakh e-certificates have been processed so far, according to the Kerala State Information Technology Mission (KSITM), the nodal agency for the e-District project.

Available services As many as 24 certificate services under various government departments and more than 500 utility bill payment services are currently available online through 2,200 Akshaya centres or the e-District public portal (https://edistrict.kerala.gov.in). As many as 2,000 computers have been distributed and broadband connectivity established at all village offices in the State to process e-certificates bearing the digital signature of the issuing officer.

K. Mohammed Y. Safirullah, Director, KSITM, said 59 lakh unique users had been registered for issue of e-certificates so far.

Three departments, namely Civil Supplies, Motor Vehicles, and Education, have integrated their databases into e-District for online verification of documents such as ration cards, licence, and SSLC certificates. “This makes it easy for district-level officials to verify the documents online,” Mr. Safirullah said.

Rating system The KSITM has launched a monthly rating system to assess the performance of the project at the district level. All the 14 districts are rated, based on the reach of services to the common man, quantity of certificates and quality in terms of service levels.

Malappuram has registered the highest number of transactions in August (90,085), followed by Palakkad (74,823) and Kannur (57,480).

The total number of transactions last month (6,04,519) represents a 20 per cent increase over the number in August 2013.

As many as 1,63,000 payment service transactions were recorded in August, representing an amount of Rs.19.71 crore.

As many as 15 taluk offices and 100 village offices, mostly in Kottayam district, had registered no transactions.
