‘Terminate 124 non-teaching staff appointed during Rangappa’s term’

Higher Education Department issues directive to University of Mysore

Acting on the instructions from the office of Governor Vajubhai R. Vala, the Higher Education Department has directed the authorities of the University of Mysore to terminate the appointment of 124 non-teaching staff in the university done in December 2016 during the tenure of the former Vice-Chancellor K.S. Rangappa.

The department, in a letter dated June 20, has asked the Vice-Chancellor to immediately terminate the appointments that had been made in gross violations of the rules and roster system governing reservation of posts.

The Vice-Chancellor has also been asked to identify the persons involved in the irregular appointments and book criminal case against them under various provisions of anti-corruption laws within a month.

University authorities have also been asked to submit an action-taken report on the issue within a month.

However, acting Vice-Chancellor T.K. Umesh said his office was yet to receive a copy of the letter issued by the department.

Even though the department’s directions were yet to reach the university officially, sources in the university said the letter had been made available to officials of the university through informal sources.

Letter from Governor’s office

The department’s direction to the university follows a letter written by the Governor’s office to Principal Secretary, Higher Education Department, Rajkumar Khatri on June 18, referring to an inquiry report into the matter submitted by M.R. Nimbalkar.

“The inquiry report reveals that the non-teaching staff have been appointed in gross violation of the provisions of the Act, rules and regulations. It is also noticed that such appointments have been made in violation of the reservation policy and such employees have been paid out of the university funds ...”

Further, the letter has asked the government to direct the Vice-Chancellor to take further action in accordance with the law to terminate such employees who have been appointed in violation of the rules, initiate criminal action against those responsible for abuse of office, and send a compliance report within 45 days to the office of the Governor.
