House to adopt motion congratulating scientist C.N.R. Rao and cricketer Sachin Tendulkar

The winter session of the Legislature starting on Monday at the Suvarna Vidhana Soudha in Belgaum will adopt a motion to congratulate scientist C.N. R. Rao and cricketer Sachin Tendulkar for being chosen for the Bharat Ratna.

Addressing a press conference here on Sunday, Speaker Kagodu Thimmappa said that the congratulatory motion would be moved in the Assembly as soon as the House begins the 10-day proceedings.

According to sources, the Council will adopt a similar motion.

The House will adopt an obituary motion in honour of playback singer Manna Dey and film director D. Rajendra Babu, he said.

During the session, three bills — the Karnataka Essential Services Maintenance Bill, the Karnataka Land Revenue Amendment Bill 2 and the Karnataka State Women’s Commission Bill — will be introduced.

Similarly, the Karnataka Land Revenue Amendment Bill that has been returned by Governor H.R. Bhardwaj will be taken up for reconsideration, he said.

In addition, notices have been received from five members seeking permission to table seven private members’ Bills, the Speaker said.

The proposed private members’ Bills include one seeking a directive to private companies and public sector enterprises to provide a certain portion of their profits for the development of the Assembly constituencies in which they are located, another recommending to the Centre the setting up of a branch of the All India Institute of Medical Sciences in Bangalore and yet another making it mandatory to follow the reservation system while allotting mining lease, and also licence for new liquor shops. Another proposal regarding the private members’ Bill is by a Congress member C.S. Nadagouda seeking a recommendation by the legislature to the Centre for bringing Bijapur district under the provisions of Article 371 (D) of the Constitution for providing a special status to enable development.

In all, the Assembly would take up 2,036 questions, including 90 starred questions, he said.
