Supplementary estimates of Rs. 4,326.79 cr. tabled

Chief Minister Siddaramaiah, who also holds the Finance portfolio, on Friday tabled the first instalment of supplementary estimates of Rs. 4,326.79 crore before the Legislative Assembly.

These estimates relate to supplementary grants/appropriation required for various departments. Of the total amount, Rs. 16.57 crore is for charged expenditure, while the remaining Rs. 4,310.22 crore is voted expenditure. Of the voted expenditure, Rs. 378.07 crore is met from the reserve funds.

Net outgo from the consolidated fund is Rs. 3,948.72 crore. Of this, Rs. 1,638.62 crore is covered by Central assistance and Rs. 39.94 crore is covered by accounting adjustments. With this, the net outgo would be Rs. 2,270.16 crore, which would be met by suitable expenditure re-prioritisation.

Provision for the supplementary estimates has been made under Article 20 (1) (a) of the Constitution which states that if the amount authorised by the Appropriation Act for spending for a particular service for the year is found to be insufficient, or when the need arises for supplementary or additional expenditure due to the cropping up of some “new service” which is not contemplated in the annual financial statement, then another statement showing the estimated amount of expenditure shall be laid before the State legislature.
