Stakeholders for early notification of Industrial Township Authority

The proposed Industrial Township Authority for Mysuru mooted in the 2016-17 State budget is yet to become a reality with the local bodies shying away from issuing the mandatory No Objection Certificate (NOC).

The demand for an industrial township is pending since three decades and though Chief Minister Siddaramaiah conceded the demand in the last year’s budget, there are no signs of the concept taking off any time soon. The issue was also raised by the stakeholders in an interactive meeting held with Minister for Small Scale Industries Geetha Mahadev Prasad in the city recently.

Though the Department of Industries and Commerce asked the local bodies, including Mysuru City Corporation (MCC), to issue the NoC, they have ignored the plea despite repeated reminders, said Suresh Kumar Jain, Secretary, Mysore Industries Association (MIA).

The go-slow or delaying tactics being adopted by the local bodies has been attributed to their fear of losing a source of revenue. For, the notification of Industrial Township Authority will take the entire industrial layout, including Hootagalli, Metagalli, Belawadi, among others out of the purview of the local bodies and the new authority will be mandated to collect the tax.

It will also be entrusted with the responsibility of developing the industrial layouts and provide amenities, an issue in which the local bodies have utterly failed.

“A portion of the industrial layouts in Mysuru comes within the purview of the MCC, while a few are within that of the local gram panchayats all of whom receive revenue by way of property tax and that will be a major loss to them if the NoC is issued,” explained Mr. Jain.

The local stakeholders, including members of the MIA, Mysore Chambers of Commerce and Industry, etc are for the early notification of the new authority as they aver that the MCC and other local bodies have constantly ignored the industrial layouts.

“Despite payment of tax, the areas lack basic amenities including road, street lights, water supply, waste management facility etc,” say the stakeholders.

But once the township is notified, then the tax will be paid to the new authority which will function as a single window agency vested with administrative powers for development of the area. Besides, its members will be drawn from the industries who will give voice to the collective demand of all the stakeholders.

However, the stakeholders point out that its biggest advantage is that the new body will be a single window agency authorised to issue all licenses and clearances. This will obviate the need for the entrepreneurs to seek and renew licenses from scores of departments, said Mr. Jain.
