Seminar on Article 371 (J)

B.S. Raikote, retired judge of the High Courts of Karnataka and Andhra Pradesh, said that the provision of conferring local status to a non-local on the basis of staying for 10 or more consecutive years in Hyderabad Karnataka region for study, business or other purposes was opposed to the very spirit and objective of the law declared under the Article 371(J) of the Constitution.

He was delivering the keynote address at a symposium on ‘Article 371(J) - A remedy for Regional Imbalances’ organised at LVD College here recently. “If an outside student stays in HK region for 10 or more consecutive for the purpose of study, s/he can obtain domicile certificate and claim reservations in job and education and other facilities under Article 371(J). It amounts to providing special facilities to a non-local person under the Article which is brought uplifting local people of HK region,” he said.
