Rangappa, Krishnan booked for ‘irregularities’ in KSOU

The former Vice-Chancellors of Karnataka State Open University (KSOU) K.S. Rangappa and M.G. Krishnan are among the seven persons booked by the Mysuru city police for alleged irregularities in the university during their tenures. Prof. Rangappa is now Vice-Chancellor of Mysore University.

An FIR was registered by the Jayalakshmipuram police on Saturday against the seven persons after KSOU officials lodged a complaint following directions from Governor Vajubhai Vala.

Audit reports

The complaint was based on the findings of audit reports of 2012–13 and 2013–14 pertaining to, among other things, purchase of computers by the university in violation of the Karnataka Transparency in Public Procurements Act and violation of the memorandum of understanding the university had entered into with a Mumbai-based Information Technology company.

Commissioner of Mysuru city police B. Dayananda said a case had been taken up under Sections 406 and 409 of the IPC that deal with criminal breach of trust by a public servant.

Apart from Prof. Rangappa and Prof. Krishnan, the other persons named in the FIR include the then Registrars and Deans of the university, police sources said.

However, police officials said the reports on the basis of which the complaint had been filed do not name the accused.

“They have been booked because they were in office during the period when the irregularities were committed. Only an investigation will reveal their culpability,” a police official said. Prof. Rangappa was the Vice-Chancellor of KSOU from December 2009 to January 2013, while Prof. Krishnan occupied the post from January 2013 to January 2016.
