A request for discussion on the report on amendments to the Panchayat Raj Act not being included in the Council’s agenda led to senior BJP member Ramachandra Gowda threatening to move a privilege motion against Council Chairman D.H. Shankaramurthy here on Wednesday.

The incident happened when Kota Srinivas Poojary of the BJP sought to bring to the notice of the Chair that he had sent a notice under Rule 330 of the Karnataka Legislative Council on December 12 for discussion on the report.

However, it had not been included in the agenda till date, he said. Mr. Poojary mentioned that the issue was also discussed during the Business Advisory Committee meeting.

Mr. Shankaramurthy clarified that he had brought the issues discussed in the Business Advisory Committee meeting to the notice of the Council and put off the discussion with the agreement of Council members. Intervening in the matter, Mr. Gowda contended that the issue was not brought to the notice of the Council, and Mr. Poojary concurred with him. Congress member Veeranna Mattikatti said the Chairman had brought the matter to the notice of Council members.

When Mr. Poojary kept insisting that discussion be allowed, Mr. Shankaramurthy warned him that he could not dictate terms to him. Enraged at this, Mr. Gowda said he would have to consider moving a privilege motion against the Chairman. In response, Mr. Shankaramurthy jovially said, “Ok. Do it.”
