Notional increment for teachers: panel against implementation from earlier suggested date

A legislature sub-committee headed by the former Minister for Primary and Secondary Education Basavaraj Horatti has recommended against implementing the provisions of the Karnataka Private Aided Educational Institutions Personnel (Regulation of Pay, Pension and other Benefits) Act, 2014, from the earlier suggested date.

Addressing presspersons here on Friday, Mr. Horatti said that the date of implementation had been mentioned as June 1, 1965, which would mean that around 25,000 teachers from primary schools to degree colleges would be affected with regard to the notional increment.

“Hence, the sub-committee has recommended that the date of implementation can be from February 12, 2014, the date on which it was passed. It will solve the problem once and for all,” he said.

Mr. Horatti said that the sub-committee had verified the claim by the officials of the Education Department that if the notional increment was given it would be a burden of thousands of crores to the exchequer. “We did the calculation and also asked them to redo it. And then they submitted that the estimated amount required for giving the notional increment was Rs. 351.80 crore. Accordingly we have recommended to the government to provide the funds,” Mr. Horatti said.

The sub-committee had also recommended for amending the Act to ensure that no benefits extended to the teachers including that of the notional increment were withdrawn or restructured. It had recommended that the period from the date of appointment of the employees and the date on which grant in aid was provided, should be considered for notional increment and other benefits, he said.

Mr. Horatti said that the sub-committee submitted the report to the State government on March 17 .
