Marked increase in allocation for panchayat raj institutions

It has gone up from Rs. 19,576 cr. in 2012-13 to Rs. 22,546 cr. in 2013-14

The State government has significantly increased the allocation for panchayat raj institutions for 2013-14. While the total allocation for plan and non-plan sectors was Rs. 19,576.1 crore in 2012-13, it has gone up to Rs. 22,546.24 crore in 2013-14.

The increased allocation of Rs. 2,970.14 crore would help the panchayat raj institutions to take up more development works in rural areas.

Official sources told The Hindu here that the total allocation under plan sector for 2013-14 was Rs. 8,730.18 crore against Rs. 7,808.93 crore made for the current financial year. The non-plan allocation for 2013-14 has gone up to Rs. 13,816.06 crore from Rs. 11,767.176 crores for 2012-13.

The increased allocation for the panchayat raj institutions is in line with the recommendations of the Third Finance Commission. While there is a marked increase in the allocation for plan sector, there is a marginal increase in the allocation for non-plan sector after a steep cut effected during 2011-12.

Sources said the contribution of the Central sector to the total allocation for the panchayat raj institutions under the plan sector for 2013-14 was Rs. 4,080.18 crore and the State sector’s contribution to the total allocation was Rs. 4,650 crore.

While zilla panchayats have been allocated more funds under the plan sector, taluk panchayats have got more funds under the non-plan sector.

Under the plan sector, zilla panchayats have been allocated Rs. 5,159.18 crore, taluk panchayats Rs. 2,440.09 crore and gram panchayats have been allocated Rs. 1,130.91 crore.

Under the non-plan sector, taluk panchayats have been provided Rs. 9,035.33 crore, zilla panchayats Rs. 3,981.66 crore and gram panchayats Rs. 799.07 crore.

Belgaum district, the biggest district in the State, has got the biggest share of Rs. 416.85 crore under the plan sector and Rs. 1,159.02 crore under the non-plan sector.
