Like the land, Arkavathi Layout allottees’ list may also shrink

Chief Minister Siddaramaiah has said that 11,000 sites would be allotted at Arkavathi Layout. The area of the layout has come down to 1,776.07 acres in the recently announced re-modified scheme from the notified 3,839.12 acres in 2003.

Though the Bangalore Development Authority (BDA) has allotted 8,813 sites, not one has been handed over to the allottees yet. With the land for the layout now being reduced to almost a third of the initial plan, it is doubtful if the BDA can provide sites to the 8,813 allottees, leave alone meet the claim of 11,000 made by the Chief Minister.

It defies logic, said G. Shivaprakash, president of the Arkavathi Layout Allottees’ Association. He claimed that a major chunk of 1,776.07 acres could not be used for layout formation, what with at least 300 acres in litigation.

Six tank-beds

Raghu, a farmer from Jakkur who lost land to the layout, said the notification included at least 400 acres of six tank-beds of Jakkur–Sampigehalli, Rachenahalli, Dasarahalli, Nagavara, Kempapura and Hebbala lakes, which could not be used for developing the layout.

Compensation package

In the remaining land available, 45 per cent would have to be set aside for civic amenities, while 40 per cent of the developed land was to be given back to land-losers as part of the compensation package.

This left less than 400 acres for site formation.

BDA officials admit that they may be able to develop only 5,000 sites in the available land and cannot meet the target of even 8,813 sites already allotted. Site allottees have been waiting for more than a decade now.

Contempt proceedings

Ninety-four site allottees secured an order from the High Court in July 2013 directing BDA to register sites in their names and hand over the possession by March 31, 2014. Mr. Shivaprakash said they were planning to move a contempt plea against the BDA Commissioner in the High Court for failing to do so.
