'Taint' issue rocks House

With Bharatiya Janata Party members refusing to budge in the Legislative Assembly here on Friday after Speaker Kagodu Thimmappa denied them permission to debate the issue of Ministers who are facing charges, through an adjournment motion, the Deputy Speaker, who was in the chair, adjourned the House. When Leader of the Opposition Jagadish Shettar, who insisted that the Speaker allow a debate on the three Ministers facing land encroachment charges — Dinesh Gundu Rao, Qamarul Islam and H.S. Mahadev Prasad — Mr. Thimmappa refused to do so citing rulebook that discussion on any matter that was sub judice could not be allowed.

At this juncture, Law and Parliamentary Affairs Minister T.B. Jayachandra raised a point of order stating that the matter scheduled for discussion could not be raised through an adjournment motion. Sloganeering continued, and Mr. Thimmappa announced that he would uphold the point of order raised by Mr. Jayachandra. Irked at this, the BJP members staged a walkout, following which Mr. Thimmappa adjourned the House.

After the resumption of the House, BJP members persisted with their demand, following which the House was adjourned till Saturday.

The Legislative Council also saw adjournment following the din over the same issue in the morning. When BJP member G. Madhusudhan raised the issue of allegations against Mr. Qamarul Islam, seeking permission for a discussion, Chairman D.H. Shankaramurthy clarified that according to the rules of the Council, he could not allow the discussion.
