GPs of 29 districts prepare development plans

All 6,021 gram panchayats (GPs) in 29 districts have prepared Perspective Plans for undertaking development works in their respective GPs over the next five years.

Minister for Rural Development and Panchayat Raj H.K. Patil told presspersons here on Tuesday that except GPs in Chitradurga district, the GPs in other districts have prepared plans. Though powers were devolved to GPs a few decades ago, the rural local bodies had not been formulating plans, he said.

Plans have been prepared after holding Grama Sabha meetings in each GP limits. Plans contained a list of works to be executed in the GPs. “Plans are need-based and not scheme-based.” Moreover, plans could be modified each year, he said.

He said August 9 was the last date for submission of plans by GPs. A notice has been issued to the Chief Planning Officer of Chitradurga district seeking explanation for the delay in preparation of plans by GPs.

The size of the plan for each GP was vary. However, a large number programmes mentioned in the plan do not required budgetary support, such as programmes for ensuring 100 per cent attendance in schools and increasing literacy.
