First day, false start

The winter session at Belagavi had an embarrassing start, with the Assembly having to be adjourned for sometime for lack of quorum. When the Assembly met in the morning, there were less than 20 MLAs in the House that has a strength of 225 members.

In fact, only two Ministers — Kagodu Thimmappa and D.K. Shivakumar — were present. Even Chief Minister Siddaramaiah and Leader of the Opposition Jagadish Shettar were absent.

An upset Speaker, K.B. Koliwad, remarked: “With a lot of pain, I would like to say that the House is being adjourned for lack of quorum.” When the House reassembled after 20 minutes, there was quorum as nearly 75 members, including Ministers were present.

Meanwhile, a senior Minister said that Governor Vajubhai R. Vala had written to the presiding officers to ensure that the Houses commenced their daily proceedings within the scheduled time.
