The quantum of transfers of government staff this year has been pegged at 4% of the total posts by the Congress–JD(S) coalition government. The decision was taken on Friday by the State Cabinet which set July 31 as the deadline for completion of transfers.

Briefing reporters after the Cabinet meeting, Law and Parliamentary Affairs Minister Krishna Byre Gowda said though the guidelines allowed transfers to the tune of 6% of the total posts, the Cabinet decided to reduce it this year to ensure that not much time was lost by the government staff in settling down.
The Cabinet also decided to sanction funds to the school development monitoring committees (SDMCs) to provide second set of uniforms to students of government schools. The money would be directly given to the SDMCs to prevent any delay, he said, and added that a total of ₹115 crore would be provided at the rate of ₹300 per child.
Padma awards
The Cabinet authorised Chief Minister H.D. Kumaraswamy to take a call on the names of personalities to be recommended to the Centre for Padma awards, Mr. Gowda said.
The Cabinet also decided to release the State’s share of ₹655 crore towards crop insurance premium for 2018–19. The Cabinet also decided to sanction ₹16.85 crore for setting up a residential first-grade college in Ramanagaram for the first time in the State.
Pro tem Chairman
The Cabinet decided to recommend to the Governor to appoint senior JD(S) member Basavaraj Horatti as pro tem Chairman of the Legislative Council.
Mr. Gowda said such a need had arisen as the term of both the Chairman and the Deputy Chairman of the Upper House had ended. Mr. Horatti would continue in the post till the election for these posts were held, he said.
The Cabinet also gave administrative clearance for filling 26 lakes in the Dandigana hobli of Channarayapatna in Hassan district at a cost of ₹47 crore to increase the groundwater table.
Governor’s address to joint session on July 2
The Cabinet decided to request Governor Vajubhai R. Vala to address the joint session of the State legislature on July 2.
Mr. Gowda said the Cabinet also decided that the State Budget should be tabled before the legislature on July 5 and the budget session of the legislature should be held till July 12.
