Bill on professional course admissions passed

The Legislative Assembly on Thursday passed the Karnataka Professional Educational Institutions (Regulation of Admission and Fixation Fee) (Special Provisions) Bill, 2013, that provides recognition for the consensual agreement proposed to be entered in to between the State government and the private unaided educational institutions imparting professional educational courses for 2013-14 academic year.

Up until now, the government and private institutions were merely signing a document that listed out the terms and conditions of admissions to private colleges and the fee structure. This document was being presented before the Supreme Court every year. With this Bill, the Karnataka government finally complies with the 2005 judgment of the Supreme Court in the P.A. Inamdar vs State of Maharasthra, which mandated that a law be enacted by States to oversee the terms of professional college admissions in unaided institutions. Earlier, delays in getting these ratified by the Supreme Court were a major bone of contention between the government and private colleges. Such agreements were signed between unaided colleges and the government for seven consecutive years starting 2006.
