The Belagavi City Corporation (BCC) has started preparations for implementing the “Housing for all by 2022” in the city. It has asked those who don’t own a house to submit application forms before Aug.20, even as six teams of ten enumerators are conducting door-to-door campaign to identify the beneficiaries.
Applications should be submitted with photocopies of caste and income certificate, title deed in proof of owning a site and few other relevant documents. Also, the beneficiary should not have availed benefit in any other housing scheme earlier.
At a press conference here on Tuesday, BCC Commissioner G. Prabhu said the Centre and the State governments had joined hands to achieve the objective of ensuring housing for all in urban areas by integrating various housing schemes and with substantial funding and interest subsidy.
The BCC was expecting around 50,000 applications excluding those living in the slums in the city. The houses would be spread over a minimum of 350 sq.ft to 500 sq.ft with provision for a hall, bedroom, kitchen and toilet/bathroom. All houses would be in G+3 (Ground plus three floors) arrangement.
He said the government had formulated four components to include all sections of the families, including those in lower income groups, economically weaker sections besides, Below Poverty Line and those belonging to Scheduled Caste and Scheduled Tribes: rehabilitation of Slum Dwellers would ensure participation of private developers using land as a resource; promotion of affordable housing for weaker section through credit linked subsidy; affordable housing in partnership with Public & Private sectors; subsidy for beneficiary-led individual house construction or enhancement.
Presently, around 750 houses at the cost of Rs.3.55 lakh each are under various stages of construction for seven slums near Srinagar garden with government assistance of Rs.2.80 lakh for SC/ST and Rs.2.20 lakh for general categories.
The beneficiary would be given total assistance of 1.80 lakh for SC/ST and Rs.1.20 lakh for general categories under the beneficiary-led individual housing.
Under the Credit Linked Interest Subsidy component, beneficiaries belonging to EWS/LIG sections could avail interest subsidy of 6.5% on housing loans for a term of 15 years. The beneficiary contribution would be 20% and 10% for general and SC/ST categories, respectively. The cost of the house would be announced at a later stage after taking into account the land value and cost of construction.
The BCC had already identified 38 guntas to construct 3000 to 3,500 houses in various localities under the Affordable Housing in Partnership. Beneficiaries could also take up individual constructions under the Pradhan Mantri Awas Yojana.
To a question, Mr.Prabhu said the government would release funds at various stage of construction to their bank accounts after GPS photo-auditing. The quality of construction was inbuilt as the Fast Track Technology would be used for construction of houses.
