A ‘golden’ scheme that didn’t shine

The Suvarna Gramodaya Yojana scheme, launched in 2007 for all-round development of villages, was a failure and achievements in six components, including solid waste management and electrification, were “virtually nil”, according to the Comptroller and Auditor General (CAG) of India report.

The performance audit of the scheme during 2009-14 said planning was inadequate for achieving the goal of overall upgrade of the physical environment of selected villages and improving the quality of life.

The CAG report on local bodies for year ended March 2014, said: “Suvarna Grama Yojana was a failure as the overall development of each village was not achieved.”

Achievements in solid waste management, electrification, information, education and communication (IEC), graveyard development, computer centre and solar lighting were nil, the report said.

On Nirmal Bharat Abhiyan It said funds meant for IEC were not utilised under the Nirmal Bharat Abhiyan scheme. The overall expenditure ranged between 44 and 70 per cent of the total available funds. The ZPs of Mandya, Tumakuru, and Uttara Kannada could not utilise 25 per cent of the funds.

Parks It said urban local bodies of Chikkamagaluru, Kolar, Raichur, Udupi, Yadgir, and Robertsonpet have not published a complete list of parks within their jurisdiction. Cases of irregular and wasteful expenditure in the developmental and maintenance works were noticed. Nearly 23 per cent of areas of parks were used for unauthorised purposes.

BBMP Failure of the Bruhat Bangalore Mahanagara Palike (BBMP0 to recover labour welfare cess at the prescribed rate of one per cent of the estimated cost of construction resulted in short recovery of cess of Rs. 27.32 crore in 12 cases, the CAG report said.
