The draft Jaipur Declaration, which was approved by the Congress Working Committee on Saturday, sets out the agenda for 2014 and beyond.
This will be adopted by the AICC on Sunday after discussion.
With poor governance inviting growing criticism, administrative reforms, electoral reforms and a revamped criminal justice system are among the key components of the document, sources in the party said.
Next comes the promise to enact laws to ensure the right to food and shelter — the second is specifically aimed at the poor in urban areas, especially those who have migrated to cities in search of livelihood and largely living under abysmal conditions.
There is also the ambitious desire to increase representation of women and youth in the Congress, especially when it comes to distribution of tickets.
The issue of electoral alliances has been left to the subcommittee set up last November.
