Candidates who have been allocated IAS, IFS and IPS or any other Group ‘A’ central service on the basis of 2013 examinations and appearing for this year’s civil services prelims will not be allowed to attend the foundation course.

A circular from the Department of Personnel and Training (DoPT) states that the selected candidates have to report for the mandatory course on September 1 to respective institutes.

“The candidates are hereby informed that all those who are appearing for the Central Services Examination (Preliminary) 2014 on August 24 would not be allowed to join the foundation course,” the circular said, adding that if a candidate has already done the course, he/she may seek an exemption from the DoPT.

Through another circular, the DoPT has informed the recruits that the Union Public Service Commission has recommended names of 1,122 candidates. Service allocation has been done for 981 candidates. Some of them have been given provisional allocations “because they have a chance for up-gradation to a better service as per their preference, due to non-receipt of medical status or lack of confirmation of creamy layer status in respect of candidates above them in rank.”

For the remaining 141 candidates, service allocation has not been done. “Some candidates have indicated preference only for limited number of services. As per rules they may be allocated to a service only after service allocation has been done to all candidates from the main as well as (after) the reserve list is complete. The OBC status of some candidates is under verification,” the circular said.

The circular states that candidature of some has been cancelled due to non-completion of medical examination despite ample opportunities, non-verification of OBC status, non-fulfilment of physical requirement or functional classification of the service to which they were entitled to be allocated in (physically handicapped) category.
