India inclined to vote in favour of Sri Lanka resolution: Manmohan

Prime Minister Manmohan Singh announced on Monday that India was “inclined to vote in favour” of a resolution on promoting reconciliation and accountability in Sri Lanka at the ongoing 19{+t}{+h} session of the U.N. Human Rights Council in Geneva.

“That, we hope, will advance our objective, namely the achievement of the future for the Tamil community in Sri Lanka that is marked by equality, dignity, justice and self-respect,'' Dr. Singh told the Lok Sabha. The government, though, did not yet have the final text of the resolution initiated by the United States.

Highly placed sources told The Hindu that India was still negotiating the final text with the U.S. and Sri Lanka and would vote for the resolution depending on what it eventually said.

Dr. Singh's statement, during his reply to the debate on the Motion of Thanks to the President's address to Parliament, was greeted by members of the AIADMK, the DMK and other parties, with the thumping of desks.

Last week, External Affairs Minister S.M. Krishna's suo motu statement in both Houses of Parliament on the state of Tamils in Sri Lanka had failed to satisfy the AIADMK, the DMK, the CPI and the BJP.

Responding to concerns raised by some members, Dr. Singh assured them that the government fully shared their sentiments regarding the welfare of Sri Lankan Tamils.

The Prime Minister said that since the end of the conflict in Sri Lanka, the government's focus had been on the welfare and wellbeing of the Tamil citizens. “Their resettlement and rehabilitation has been of the highest and most immediate priority for our government.”

As a result of India's constructive engagement with the Sri Lankan government and its assistance programme, “a modicum of normalcy is beginning to return to the Tamil areas in Sri Lanka, ” he said.

India had emphasised to the Sri Lankan government that there should be a “genuine process” of reconciliation to address the grievances of the ethnic Tamils and implement the recommendations of a high-level committee, whose report was tabled in that nation's Parliament, he said.

For lasting peace, India had asked the Sri Lankan government to stand by its commitment to broaden the dialogue with political parties, including the Tamil National Alliance, to achieve a forward looking and meaningful devolution of power and genuine national reconciliation, Dr. Singh said.

India will be doing the right thing by voting in favour of the resolution. The present rulers of Sri Lanka have reneged on all the promises made to india regarding the welfare of Tamils in that Country. It has been using China and pakistan card too long to extract concessions from India. Time to call the bluff. India can create lot of problems for them and they know it. There is nothing to lose and in the long run will serve India'interests.

Disappointed that I live in a country where any political party can "threaten" the government & have their way. By dancing to the tunes of the DMK & AIADMK (tamils in general), India has alienated Sri Lanka & lost the chance for a good friendship. The funniest part is India talking about equality. And we Sri Lankans aren't fools to trust or believe India. This resolution is in itself is sponsored by India and produced by the US. This is not 1987 for us to believe what India says. And India can never have control over Sri Lanka and they will realise this soon.

A small incident happened few months before for a north indian at Australia... At the time you people not left the issue as it was held at another country... You people didnt admit that we couldn't interfere in other country's regulations and issues. You shouted like anything our Indian media also shouted. If the same thing happened to south Indian especially to Tamils means you easily say its other country's internal problem we should not interfere. What justice is this. Please answer for me... Daily at-least 5 -10 tamil fisher men were arrested and hardly punished by srilankan force... ..1. India will not do anything that will act against Lanka.2. Even during the height of war and human tragedy , it was DMK & its leader who proclaims himself as savior of world Tamils ,who cheated Lankan Tamils for power sake and personal wealth sake.3. Karuna could have easily withdrawn support to the Center in 2009 and MMS would have acted to save Innocent Tamils.[ not LTTE ] 4. Now ,do you say that Karuna will do any thing to dislodge central Government when SP & BSP have joined to vote for Congress in Rajya Sabha thus helping MMS. Shrewd karuna will be careful as he & his family members are enjoying the hospitality of not only MMS ,Sonia & Congress but Rajapakse too [ Kani ,Baalu ,Thiruma Vakllavan etc. had certified the good conduct of Rajapakse in 2010 after meeting him. Rajapakse who acted for his country knows that he can win TN by money power. So Tamils need not jumo out of joy at the announcement of MMS.MMS too needs the chair. Is it not ???

The Prime Minister is correct with his statement that Sri Lanka is
going through process of reconciliation,a genuine reform with its devise
culture,the unity between the multi ethnic cultures regardless of bona
fide religion,a constructive dialogue between the government and its
citizen to the path of Lands Law and Order.Equality,Justice,Dignity and

I strongly feel that the government is really worried about its
future. Giving in to every demand of the allies will not help it in
long run.Although "War crimes" are not justified on part of Sri Lankan
government, But our government should try to recall what LTTE did in
past. If a large group starts demanding for a separate state in
INDIA,and that group start killing innocent civilians, what will our
government do?. And one fine day if an ally threatens to withdraw its
support if government does not make another state, will it again give
in?

bring real justice to Sri Lankan Minority Tamil ethnic.You could see
how slow the SL government in promised Actions they have done so

I have not been able to convince myself into understanding why should India as a nation should interfere in the internal affairs of a country in the first place. Yes,I agree there is a small proportion of Tamils who had migrated to Srilanka before our independence, but here we are not talking about their human rights violation only. Here amongst all affected, is a larger population of Tamils ethnic to Srilanka. Apparently,we seem to sympathize with them just because they speak the same language. If we go by the same logic, then Muslims in India should stand up for the atrocities inflicted upon the Muslims in Pakistan or elsewhere in the world, If human rights violations takes place in Bangladesh, then Bengali speaking population in India should raise their voice against it and so on and so forth! The fundamental point that I am trying to make here is that just because someone speaks the same language or practices the same religion doesn't amount to them being the citizens of India.

PM's tentative tone about his "inclination" towards the resolution appears as a left-handed compliment to Tamil Nadu and its supporters in Parliament. The 'thumping' of the desks could have waited till the final "resolution" revealed whether he "negotiated" on behalf of the embattled but recalcitrant President Rajapakse or for justice to the Tamil victims.

What did Mr Singh Say? He would vote for a resolution favoring the reconciliation of Sri Lankan tamils with the mainstream. Let us see what will be the wording of the resolution. India is concerned with the reports of war crimes in Sri Lanka most of which have been exposed by the western media.

That being said the tamil community in India never raised a hue and cry when the LTTE murdered so many lankans including women and children. They cannot be selective and only harp on crimes that were committed by the army. So I believe that the resolution would be one on
asking Lanka to maintain harmony and rehabilitate the tamils going forward.

Which ever way, India votes in UNHCR on the US sponsored resolution, we
can be sure that it will not be in the interests of Srilankan Tamils.
The resolution is watered down and it will lack any teeth, so much so
that, there won't be any justice rendered for the Srilankan Tamils.

I find it interesting that many Sri Lankan (and some Indian) commenters are suggesting that this action will push Sri Lanka closer to China/Pakistan and that it will make the Sinhalese people be even more violent against the Tamil minority

On the first point --- the Sri Lankan government is already close to China and they have been using the China/Pakistan card to blackmail India for a long time. What more can the Sri Lankan government really do ? Will the fanatic Sinhalese nationalists really give up their sovereignty to China and let China control their ports ?

On the second point --- the Sri Lankan government massacred tens of thousands of civilians and they have engaged in massacres for decades. This resolution cannot endanger civilians anymore than the Sri Lankan government has already done.
More importantly, it is important for India to be on the side of humanity and basic human rights instead of succumbing to blackmail from its tiny, weak neighbor.

Already, the US resolution on Sri Lanka far short of the expectations from the Tamils in Sri Lanka. Now if the Indian Govt meddles with it, it will never-the-less DUMMY to eye wash. Its awesome to see so many people are raising their voice against India's decision to vote for Lanka's resolution. Where were these people when the war and war-crimes were going on. why nobody raised your voice then? It was only the diaspora that was trying its best. A lot of people (esp. non tamils) thinks the whole of Sri-lankan tamils are LTTE. I kindly request those people to actually read about this issue and watch the documentary "Srilankan Killing fields- Vol1 & 2" by channel 4. If they still have any conscience left they would never say this. Calling a whole diaspora as terrorism supporters is heights of ignorance and arrogance. SO WATCH YOUR WORDS. India's stake on this issue is commendable but why did they send troops to Srilanka during Rajeev's period against the tamil liberation. why did India stayed still as the tamil civilian population dipped low during the war. Finally, the govt. thinks Srilanka is accused of war-crimes after being called by US. Epitome of stupidity!

India should support the resolution in order to increase the pressure on the sri lankan govt for a reasonable solution to the tamil question. Readers should be able to understand the difference between common man and the LTTE. A principle based stand on human right issue is vital for India for to position itself in UN. If we take a decision on the real facts and principle based decision , then we stand to gain in the long run.

to Support LTTE, but to support innocent Tamil People, who are being
killed by both Sri Lankan Government and LTTE. Channel 4's recent
video 'Sri Lanka's Killing Fields' shows this truth. India should take

India does perhaps one of the biggest mistakes in the history. What people
have to understand is the real situation in Sri Lanka. Let me share some
light:

Sri Lanka's population (roughly) 80% Sinhalese, 12% Tamils 7% Muslims 1%
others. Out of this 12% Tamils, about 2/3 are not living in northern areas -
where the LTTE (so called Tamil people's saviors) claimed their native land.
These Tamil people are living in peace with everyone, doing their businesses
etc and Sinhalese are perhaps the most accommodating race - they live in
peace with everyone too. If you come to SL and ask ANY tamil or muslim
they'll tell you how it is. It's astonishing what people think, specially
the folks in TN. There's nothing called "Sinhalese government" - just like
India, which is made of Hindus, Seikhs, tamils etc etc, Sri Lanka too is
made of Sinhalese, Tamils and Muslims. No racism! If you claim there's
murder everyday of Tamils you should come and see if that's true; call up
your contacts in SL and ASK!

For people who think Tamils support LTTE, its nonsense. We tamils as indians only want justice for the civilians who were killed brutally by SL army as termed as war crime. people please do remember that we are one and please share our sentiments towards the needy people.
My SL friends, the resolution only speaks about the investigation on the war crime committed by SL army during the war. There is no point in the resolution which speaks about the need of the WAR. you would agree that there were many if not thousands killed. Simply blaming the resolution isn't correct.

Supporting the resolution does not mean supporting the LTTE. It means supporting
the ethnic Tamils, stands out against the tamil genocide and supports the Tamil
people's rehabilitation in SrI Lanka. If Sri Lanka is genuine in supporting the Tamils
after the genocide they could have worked with the remaining Tamils and created a
real environment of reconciliation. Instead there are still camps and tamils are being
held behind barbed wires. Discrimination is rampant. Victory celebrations are still
going on when 40.000 civilians including women and children of tamil origin have
died.

What a sick comment. go have a hard look at the channel 4 video. who is marking boundries for the countries here. Mind you the whole world is for all living beings. Even killing animals in such a way SL army did in the war is unacceptable, how you expect us to accept it just because some politician declared boundries as they wishes. I would not believe the article until the voting takes place. After the war India should have pressured more on the Sri lankan Government to implement the LLRC recommendations but failed to do so.It was right for Indian Government to give support to the Sri lankan Government to defeat the LTTE but massaccaring innocent civilians by the armed forces should not be tolerated.LTTE was responsible for that too but justice to the innocents have to prevail.

India has no moral right to talk about human rights in Sri Lanka. We know how indian police and army wiped out generation in Punjab and other indian states. Even in Sri Lanka indian army killed children and raped women. So, first do an investigation of its own army and then sri Lankan. We should stand once again against India. We can do that. India cannot do as they did in these day. China and pakistan will intervene. And Sri Lankan army is very much stronger and navy is based around the country. Tamils cannot smuggle arms from india very easily now.
Tamils should not have any problems in Sri Lanka. They were living at the cost of the majority Sinhalese and also muslims under British. They never then talked about discrimination. Why? Because , they then discriminated Sinhalese. It was alright. As we cut off privileges after independence they all of a sudden started taking about discrimination. The muslims who speak the same language tamil, did not have any kind of problems

Indians can now be happy that the government has decided to take a principled stand in support of basic human rights and a stand against war crimes.

The Sri Lankan government/army massacred tens of thousands and the ten-army-chief Fonseka has himself admitted that the army committed war crimes on the direction of the politicians.

India has close ties of language (Tamil), religion (Hindu) and culture with the victims in Sri Lanka. However, this isn't just a matter of close ties, it is a matter of basic humanity and all human beings should hold the Sri Lankan government accountable for their war crimes. That is why European countries, the US etc. support this resolution and it is great that India has also chosen to vote for the resolution.

The purpose of the resolution is to promote reconciliation and accountability in Sri Lanka. By voting in favor, India is helping SL tamil community gain back equality, dignity, justice and self-respect. Indian govt is after all answerable to it's own people first and then to its neighbors other countries. By turning a blind eye, the central govt of india would have been ostracized by the tamil community in India.

Taking the right stand needs a lot of courage. Our PM has just done that. We forgive and forget even what our enemies do to us. It cannot be justified, that Since a former PM (Rajiv was not in Power when this happened) was assassinated and hence a whole or part of a nation should get destroyed.
Value of life is all the same yet priceless no matter where you are from. I really appreciate and welcome the decision for time and again proving that India is a peace loving Nation and believes in humanity and Justice. After all that's what Buddha Preached, ain't it?

At last sense has prevailed! As an indian tamilian living overseas, I had the horrible experience of seeing some of the gruesome pictures of the war in Sri Lanka, where tamils were brutally massacred. I thought that this was a time in history, when a whole people group was inhumanly wiped out and the whole world watched the genocide by a tiny Island, a speck in the ocean. But truth always prevails. It is time that the persons responsible for this genocide and booked and brought to justice - whoever it may be - the president or prime minister or any political official or soldier. It payback time!

Finally after all these blood shed India has made one step in the right direction. There are so many bold steps needed due to the time tested deceiving Sri Lanka's leaders and Sri Lanka's hatred and cleansing of Tamils. It needs to be reminded that only after all the peace efforts failed over decades since Sri Lanka's independence only there was armed uprising started in Sri Lanka.

Hope India will go all the way to get a separate Tamil state with police & land powers in Sri Lanka in the same way what Indian states enjoy within a united Sri Lanka.

Though the contents of the resolution covers only the recommendations
found in the LLRC report and does not cover the ground realities i
welcome our Prime Ministers' statement. I endorse the views of Shiva
that there should not be any ifs and buts. India must have a firm policy
on human rights, Justice, War crimes, Rule of Law, transparency,
equality and international law - none of these are respected in Sri
Lanka.

As a Sri Lankan I am extreamely disappointed with this decision and poses a serious question mark about the future role of India in Sri Lanka matters. India by its actions of arming terrorists in Sri Lanka over 25 years ago which brought immense misery to the people of Sri Lankan including the Tamil people for over 2 decades are once again by its actions creating a climate where reconciliation and devolution of power to the tamil people will not take place.

The nation need not go through all the tension. Government could have done the same without bringing Taminadu to the brink. Let us hope that the Government now sees that when it comes to Sri Lanka (or for that matter any other neighbour), India cannot go on worrying about how the neighbour would react. India must execute its foreign policy with firmness as needed. No nation--large or small--should take India for a ride.

This is A SHAMEFUL decision . Being with USA, the biggest human right violator and talking about human right is some kind of a joke. Also it will not do anything helpful, but it will give USA a access path like they did to Libya. As a friendly neighbor India must support SL in difficult situation. If not other neighbors will leave India and go toward China. Also SL offered big project to India despite China's pressure (oil research, railway , eg). Morever this U.S backed resolution wont do justice for the death of million Tamils, bcoz it press for SL made LLRC. Since there isn't going to be any international forum or agency with independent charge to look into and probe the human rights violations that too place during the last stage of the civil war, the SL gov. can heave a sigh of relief, but as the Resolution urges to take necessary additional steps to fulfill its legal obligations, with its intentional and glaring breaches of international human rights and humanitarian laws in the past and in present it will find itself in a sticky wicket.The SL gov.is jittery about the OHCHR, the role of which is much larger than just assisting and that of the Special Procedures which includes Rapporteurs who will be looking into e.j.k. like enforced disappearances,abductions,arbitrary arrests & detentions etc which are the rules rather than exceptions in the functioning of law enforcement agencies of that country.Even in the case of a much watered down version the resolution will showcase to the world the state of affairs of that country.

If India vote against the Sri lanka gov and if they(sl gov)these thing
could happen.
1.The peace they have now (al least no one dying now from gun
fires)will soon be disappeared. The reason is sinhalese will start
hating tamils again and miss treat.
2.They will deploy more troops in nothern area and will never give a
chance to tamils to go free. They will never withdraw the army from
north and keep it forever until all theses diaspora withdraw their
demands.
3.They will not allow any fishermen from tamil nadu to come to sri
lankan waters. And for tamil fishermen they (sl navy) will restrict
the timing for fishing.
4.They will bring all the Chinese and Pakistanis naval spy services
and station in entire norther area to make a threat to entire Indias
security.And also they will make life more difficult to tamils who
live in Sri lanka and may be another 1983 tamil riots will happen.
5.They have the support of Russia, China and Pakistan.Therefore tamils
who live in sri lanka will get zero.

The stand going to take place by the USA is to be praised in favor of
the Sri Lankan Tamils, who are still suffering in the hands of the
present government and an illegal president who ordered to kill the
Tamils to the security forces and that is why he has appointed his own
brother as the secretary to the defense services, who blindly ordered
to kill the innocent Tamils in that country. It was because of the in-
justice that took place in that country against the Tamils by the
Sinhala politicians that the LTTE was created by the Tamils of the North
and East provinces. This Geneva convention is a good opportunity to
the USA to see that justice to be done to the Tamils in that country
and see that the present government including the president is
vanished from that country's politics.

India needs to cater to the demands of the DMK without compromising the ties and good relations the two countries have maintained for generations. Some past regimes have at time crossed Sri Lanka's policies on the Tamil issue based on Tamil Nadu lobbies.India needs to come to terms with the reality that the issue at hand is not the well being of Sri Lanka Tamils which has always been a priority of the present Sri Lanka Administration but the stark reality that a portion of the miniscule minority of Tamils ( less than 20% of Sri lanka's population) who banded themselves into terrorists to create havoc and mayhem in Sri Lanka have been put down through legitimate means where the sources trying to undermine them on various pretexts including false evidence and distorted facts have no real ground to stand on beyond influenced bias. India's transparencies towards the real reason they might want to support any resolutions against Sri Lanka at the UNHRC would then become very obvious

Tamils in Srilanka have no problems with the majority Sinhalese. Majority of Tamil community are living outside Northern & Eastern Provinces doing their buisinesses etc. and live happily. kudos to The Hindu for quoting exactly what the prime minister has said.
I dont see this in any other newspaper. I feel this resolution is for
getting justice to the oppressed tamil people in Srilanka. Supporting
this resolution will surely benefit Srilankan tamils which the Prime
minister claims as his objective. I know investigation would bring out
criminals hiding.

India is caught between a rock and a hard place, with Tamil Nadu calling the shots backed by the LTTE rump, and with US interventionist attempts in the region backed by its LTTE-supporting Diaspora on the other. It is an understandable predicament.
If India's Central Govt. is concerned for ALL Tamils in Sri Lanka, it will have to take a principled stand and not allow a "selective" resolution be the means for international intervention using Human Rights and technical reasons. If not, it could eventually backfire on India herself that has its own history and problems of ethnic strife, with insurgent groups that follow the example of the LTTE and use terrorism as a means to achieve political ends. The karmic effects of India having initially trained the LTTE are still in circulation as one can see! Isn't it time to break that cycle??

Thanks USA for taking a lead on Sri Lankan Tamil issues. Everyone can see USA has at present has the leading interest in the island nation, like India USA too has strategic interests in the Indian Ocean. As of Congress Party, they need to survive and hold on to power.
