The Lok Sabha on Wednesday finished discussions on 'demands for grants'. Every ministry has to make demands for funds to the finance ministry, which then includes them in the budget, and also presents them to Parliament for discussion. But what's been happening over time is that the government of the day allots less and less time every year for this, and as a result most demand for grants are "guillotined" or passed without discussion.
The UPA's last budget was a low point, with all demands being guillotined rather than debated, but the new government hasn't made a great start either. Tax-payer money, allotted with next to no discussion.
