Mr Shinde said Delhi Police has issued orders to BPOs and other organisations to ensure that their women staff working in evening shifts are dropped at their doorstep.
The Delhi gang-rape case will be tried on fast-track basis and action will be taken if lapses are found on part of the police, Home Minister Sushilkumar Shinde told the Rajya Sabha on Tuesday while promising steps for ensuring safety of women.
Replying to an impromptu discussion on Sunday’s incident, Mr Shinde said he agreed with the views expressed by members and promised to take necessary steps to ensure safety of women in Delhi.
He said four persons out of the six accused have already been arrested and further investigations are on.
On the safety of women, Mr Shinde said a special task force headed by the Home Secretary will be constituted to look into suggestions made by members in this regard.
He said all roads will be covered by PCR vans at night and specific routes used by women working in BPOs and call centres will be identified for increased patrolling by police.
Mr Shinde said Delhi Police has issued orders to BPOs and other organisations to ensure that their women staff working in evening shifts are dropped at their doorstep. Besides, three helpline services for women would be launched.
He also mentioned that a Criminal Law Amendment Bill for dealing with sexual offences has already been introduced in Lok Sabha which seeks to enhance punishment for such crimes.
“I will inquire into this case. I shall take action,” he assured the House when members questioned him as to what action had been taken by the Home Ministry so far against Delhi Police personnel in this particular case.

Cant the hotels pay for their own guards and these 4 policemen be made to stand a

Unfortunately, the rate of production of rapists in India is always going to be
higher than the rate of reporting of rape, the solving of rape crimes and the
successful prosecution and convictions of rapists. Additionally, one of the earlier
articles in The Hindu highlighted the fact that of the few who were convicted, most
were from poorer strata of society, making the deterrence effect even more
questionable. What perhaps needs to change is the way in which boys are brought
up in India. Especially so in the macho north Indian states where many boys and
men are virtually unable to construct a sentence without swearing in the most
filthy of ways at women.
There are those like the minister who say that swift justice and incarceration will deter crimes against women. But given the appalling state of the police and the judiciary that will remain just a dream. Meanwhile, the production of macho men continues...
I don't understand one thing that the govt. is ready to charge tax in
every little thing we do but they cannot put cameras in the streets that
too in the capital of India. They can have scams, they are ready to
put every penny we give to them as taxes in their pockets and splurge
all the money for their luxuries, while they themselves are not paying
the electricity, telephone or water bills for decades and also staying
in the lutyens Delhi even after completion of their tenures in the
government. I don't understand when you yourself not paying anything
how come you punish the people for the same offence huh..!!
Is there anything called Dignity left in you or you waiting for your
own mother and daughters to be get raped in the city itself then
trying doing something.

try to use some silly section to punish me (Even after Me having the
Fundamental Right to Speech) but adding a proviso to it and try using

inefficient government,acts only something worst happens ,our former president Dr.Radakrisnan,once said ,it is the duty of the government to anticipate things and to take preventive action,oue government spending time only day today action,culprits should be punished without any delay
It is very natural that whenever some incident get happened our
politician will not lose a single opportunity in making hard effort
for persuading us. if the criminals have the courage to rape and
attempt to murder a well educated girl in moving bus on the road of a
busiest city then it surely indicates that offender have no fear of
the police machinery. They are insure that justice could be bought.
The only solution to handle such cruel crime is to award hardest
punishment in speedy manner. If there is any loophole on the part of
police then punish them too so that they take such cases in serious
manner. Cases of rape is a stigma on the face of our society. Until we
get rid of that we can not claim to be a civilized society. Unwanted
element of the society should either be reformed and brought under the
morality camp or ruthlessly eliminated if they resist.
This is one such incident that have come to the outside world. There are lot more incidents of this kind taking place in the country which goes unnoticed from the justice. The punishment given must be so rude and cruel and it should be staged in front of the media/public that criminals should have fear on justice.

This is not caused by bpo or other organisation. More Public transportation creates less pollution
We people are paying tax, working hard everyday, but a common man does not
know for what the struggle is ? Along with the house running responsibilities now
days we have to look out for our safety also which is supposed to be provided by
our governing bodies.
Our elected leaders are busy in bringing FDI, or any other bills or scam, to fill
pockets. We want safety and security instead of Wal-Mart. The power of money
and contacts is above all in our country. Criminals are not afraid of any law or
conviction, because they have either money or contacts to protect them. In this
case of Vasant Vihar its all clear that gang rape has been done, so it should get a
quick result and punishment should be maximum harsh and which should an
example for the others. Either change the law or bring the bills in the parliament to
change the sentences of crime. Do not forget the next elections are not far away
and maximum of the generation of India is fed of the scenarios of everyday crime.
It's better if girls get a permit and carry a concealed firearm and shoot these morons. It's self defense atleast this will put fear on these predators.

How such a barbarian act was allowed to take place in our nation's
capital? It seems that even chaos strike African nations have better
law and order situation. I am not seeing the seriousness and sense of
urgency that this incident should have generated in the responsible
ministers of the union government even though the parliament and
leaders across the political spectrum strongly stating their shock and
demand for actions. It is unbelievable that the young thugs who shamed
the nation showed complete disregard for law and order. Moreover, they
got the courage to engage in this kind of a crime because they thought
that they could get away with this. This further means the utter
failure of the Union and State administrations that were supposed to
be in charge. The parliament should demand immediate resignations of
those who were supposed to protect us from criminals because they
terribly failed in performing their assigned duty.
I am mentioning this in all seriousness.
A bill should be passed in the parliament that a rapist will be:
First: flogged to come to know the physical pain the victim went
through. Not one flog. 1000 flogs over a period of say 1 month.
Second: castrated/ made impotent by medical means.
Third: The phrase: " I am a rapist" should be permanently tattooed on his forehead.
Fourth: The rapist after the above steps will be set free- no imprisonment.
The fear & the stigma will curb would be rapists.
The National Capital has witnessed an inhuman act. And the Union Home
Minister statement, the case will be tried on fast track basis, seems
like another eye wash statement. But stronger law and regular police
patrolling are required to stop such terrible crimes in the country.
It is a pity to see the government being powerless for such reasons.They
have all their guns and sources full for all the unwanted reasons.Life
imprisonment or being hanged to death is no justice for such
vandalism.Those rapists must be hung nude on the streets and tortured so
that every individual fears committing such a crime.Unless quick action
is not taken we'll still be living in our "Terrorized Country".
Is it a joke by our home minister? This is pathetic to hear. There are
thousands of cases of rape every year, put them all into fasttrack
courts and under time limit of a week. Why can't this happen? If they
have found accused in 2 days , why can't they hang them or put them
behind bars for lifetime in few weeks time?
This is a deep rooted problem. Politicians should be grilled then only
Bill will come and pass.
I watched an interview of some police commissioner. He is now
suggesting CC camera in buses, this issue is pending since months. And
media is also more into GLAMORIZATION of the issue. If they can force
politicians to pay to be on media, why can not the force media and
nation to do something for this issue?
No court of law is capable until the ACT is passed and enforced.
Bring strict laws with lashes and execution for heinous crimes.
Most people that I have spoken to have a similar confusion to Jaya Bacchan that lies at the heart of India's Judicial system: There is huge difference between Law ENACTMENT and Law ENFORCEMENT. Enacting more laws withing existing laws will never help, in fact, this confusion is ONLY reason for India lengthy court delays and dysfunctional judicial system.
What India needs is a Law ENFORCEMENT regime.
Only a DETERRANT sentence will address all problems. Start at the top. Jail a politician, make him repatriate all ill gotten earnings.
The current system ensures that crime pays.
Delhi has become a safe heaven for rapists. Incidents occur on a regular basis. Its the police commissioner that has to be held responsible for the safety of the zone.
In the airport they have exceptional security... why doesn't this security translate to the people of Delhi? Is it only that the politicians are protected but the common people are not protected? Are all the security police used for protecting the politicians?
Here are few suggestions:
- Make 'safe zones' for people to walk that is equipped with surveillance camera.
- Regular patrol of police on all the streets.
- Tinted glass cars,buses must be banned.
- Fast track courts to deal with victims problems.
- Unemployment benefits.
- And finally, create and awareness to respect human life... its a beautiful creation of god... please don't destroy it!
Mr. Minister .. Just fasttrack this case and make sure the culprits are hanged and sent
out a loud and clear message to all that these kind of heinous cries will not be
tolerated . Let people think twice before doing such crimes..Thats the best and easy
step you can take now
security of the nation depends largely upon government.it is duty of the
government to provide security from antisocial element.we always display
our anger after watching the crime as a silent spectator and see towards
government with dead hope.perhaps we expect at least stringent laws from
the law makers especially in cases like gang rape where criminal gets
away from crime by taking help of loopholes in the law
implementation.only death sentence can console the heart of the victim.i

During indira Gandhi's time we recall the Ranga and Billa episode. They rapists and
murderers were hanged. This crime must end in the death penalty. Not other option. This is
about the soul, culture, image and reputation of a nation and her people. Hang them all,
hang them quickly and publically.
Any resident of the Capital can tell you that Delhi is, and has always been, an unsafe city for women. In recent years things have worsened due to migrants from nearby states. This has more to do with the rural mindset and culture of north India, where rape and honour killings are acceptable concepts rather than the rules of law. Increased policing and stricter laws will not be any deterrence to the many scumbags and rogues who inhabit Delhi and other northern cities.It's time to understand the ground reality and accept that Delhi is a very unsafe city for women.Every time something like this happens, there is public outrage and demands for the heads of the CM and Police commissioners. However, no organisation ever bothers to advise women on how to stay safe and on the dos & donts of city life. It would be far more effective if the authorites and social organisations issue advisories to new women residents of the city to increase awareness of the dangers and how to stay safe.
Here the lady was returning from cinema hall not from a BPO. The thing is that primary responsibility is with the government to ensure the law and order. BPO can share their part. But all the cinema halls cannot provide their vehicles.Here the lady was not on the street. she was on the bus then this happened.study before what you are saying
Honourable Minister, you must surely be joking. It is not the
responsibility of BPOs or my company to ensure my safety by dropping me
to my doorstep. It is the responsibility of you, the government, to
ensure that you do your jobs and provide all of us an environment free
from fear.
The "rape + attempt to murder" needs to be punishable by life imprisonment unlike present day 7-10 years. The case in point is infamous Ms Shanbag rape case in Mumbai where the she (victim) is vegetating in a coma for last 25 years and he (the culprit) is living happily after undergoing 7 year imprisonment.
I can understand that such cases and other molestation incidents are on the high in Delhi, but I fail to understand this knee jerk reaction that lacks delivering a comprehensive solution to the perils in the rest of the country. Are we assuming that women in other cities and towns are safe enough and hence no need action? Or are incidents in these towns and cities not gruesome enough or not frequent enough to warrant a nation wide approach to this issue?
Police I hope is collecting forensic evidence from the bus and getting the DNA profiling done of vaginal swab from the victim. I hope the accused were examined by forensic experts to recover trace evidences. Unless scientific evidences collaborate the police version, courts will acquit the arrested persons as happens in majority of cases. No new laws are required rather successful prosecution of criminals is by far deficient. Quite often police arrest some persons just to show that they are very efficient. Even after repeated washing forensic evidences and DNA material is often recovered
Exemplary punishment should be awarded which will act as deterrent to vultures of human
society.These are beasts and blots to society.I agree with Leader of Opposition who
suggested capital punishment to such heinous crimes where the victim has already been
dead socially.The punishment should be quick and as agreed by the Home Minister,special
fast track court should pronounce the punishment without delay.The senior parliamentarian
Shri.Jathmalani had the courage to call a spade a spade-The Commissioner of Delhi Police
is criminal number one-.This statement may not go unnoticed.Such animal instincts of
attack on women bring bad name to India, where women is Mahalakshmi.Precautionary
measures including office /working hours to women need to be examined.
