Contradictory claims on grant of permission

Even as J&K senior officials claimed on Friday that the authorities had neither issued nor cancelled the permission to the controversial Kousar Nag yatra, documents accessed and obtained by The Hindu made it clear that the Deputy Commissioner of Kulgam granted permission for the proposed religious event on July 21. Principal Secretary (Home) Suresh Kumar told reporters that the government neither issued nor cancelled the permission.
