Home Ministry has prepared the note for creation of Telangana state and it will be presented before the Union Cabinet once Congress president Sonia Gandhi returns from the U.S. and it gets a “political clearance“.

Following a directive from Home Minister Sushilkumar Shinde, the Ministry officials prepared the cabinet note for creation of the new state, to be carved out of Andhra Pradesh, as per the constitutional provisions.

“We are ready with the Cabinet note but waiting for the political clearance,” a senior official said, indicating that the nod is expected only after return of the Congress chief from the U.S.

Ms. Sonia Gandhi left for the United States on September 2 for a medical check-up and is expected to be back in about a week.

The Home Ministry will send the note to the Law Ministry for vetting only after getting the political clearance.

On Saturday, Home Minister Sushilkumar Shinde had said his ministry was preparing the note to be presented before the Union Cabinet for creation of separate Telangana and it will be brought soon.

The Congress Working Committee had taken a decision on Telangana and asked the government to prepare a resolution.

“One process has been completed. Now, it has come to the government and the second stage has started. It will come soon,” he said.

On Tuesday, Mr. Shinde had said that a note for initiating the process of carving out Telangana would be presented before the Union Cabinet in the next 20 days.

An AICC committee headed by senior leader and Defence Minister A.K. Antony and comprising M. Veerappa Moily and Ahmed Patel is hearing concerns of all stakeholders in the wake of the Congress Working Committee decision to have separate Telangana.

The panel will submit its report to the Congress chief.

The panel is being briefed about the continued protests in Seemandhra regions against the decision to carve out the new state from Andhra Pradesh.

The just concluded Monsoon session of Parliament witnessed strong protests by both Congress and TDP MPs from the Seemandhra region who are opposing any division of Andhra Pradesh.

The Cabinet, after giving its approval for creation of Telangana, is expected to set up a Group of Ministers (GoM) to go threadbare into issues arising out of the bifurcation of Andhra Pradesh.

This is likely to be followed by a resolution being sent to the Andhra Pradesh Assembly over the formation of the new state.

After formation, Telangana will be 29th state of India.

The CWC, which met on July 30, passed a resolution requesting the Centre “to take steps in accordance with the Constitution to form a separate state of Telangana ... within a definite timeframe“.

The CWC also recommended to the government that Hyderabad should be made the joint capital for a period of 10 years.
