Under fire from all quarters over the alleged stripping and molestation of a girl, the Assam government on Friday constituted a one-member inquiry commission on the incident in the heart of the city on the night of July 9.
Assam Chief Minister Tarun Gogoi on Friday afternoon formed the commission under Additional Chief Secretary Emily Chaudhary, official sources said.
Directing arrest of all the culprits, Mr. Gogoi ordered immediate disciplinary action against police officials found guilty of dereliction of duty over the incident.
Mr. Gogoi’s decisions came hours after peasant leader Akhil Gogoi demanded imposition of President’s Rule in Assam for ‘worsening’ law and order situation in the state.
Opposition BJP also took out a protest rally on Friday against the ‘failure’ of the state government on the law and order front.
Meanwhile, a fourth person was arrested in connection with the incident. The four were among the 16 persons identified in connection with the incident that occurred in front of a bar on Guwahati-Shillong Road on Monday night, which led to a public outcry after a video of the assault by a TV channel was uploaded on Youtube.

Such crimes are coommonplace in and around pubs and bars. Actually all state govts should do away with permits for such alcohol catering centers which any way are not needed - people can always buy their quota of liquor and comsume at home, obviating public nuisance, traffic accidents due to drunk driving by customers and fall in other property prices around them.
Why did it take such a long time to react by the administration?
The culprits should be punished properly and publicly so that none do such crime anywhere in our country. What a shame? Various areas of our country's law and order needs to be developed. Crime can be stopped only by strong society, for which educating the mass is imminent.
