Parliament proceedings were derailed for the 11th straight sitting on Wednesday but the Rajya Sabha saw a new low of near-fisticuffs, as one member supporting the introduction of a Constitutional Amendment Bill went for the jugular of another protesting the move.
The Bill that got the Cabinet nod on Tuesday aims to restore reservation for weaker sections in promotions in government jobs in Uttar Pradesh and Rajasthan that was quashed by the Supreme Court.
The proceedings, which lasted just three minutes, opened in the Rajya Sabha amid high decibel levels. Members were protesting on a medley of issues, ranging from the Bill to coal blocks allocation to the coming visit of the Sri Lankan President.
When the House reconvened at noon, Deputy Chairman K. Rahman Khan managed to get through some of the listed business, including several initiatives on terror-related crimes such as appointing judges to preside over special courts for trial of scheduled offences and special public prosecutors for conducting cases instituted by the National Investigation Agency. But the situation deteriorated as soon as Minister of State in the Ministry of Personnel, Public Grievances and Pensions V. Narayanasamy rose to move the Constitutional Amendment Bill.
Members of the Bahujan Samaj Party and the Samajwadi Party were already positioning themselves to square off against each other. As soon as SP’s Naresh Agrawal rushed towards the well, he was confronted by the BSP’s Avatar Singh Karimpuri, who appeared to grab him by the collar. Marshals were on their toes and seemed set to intervene but Mr. Karimpuri’s party colleagues prevailed on him to take his seat and the House was adjourned to let tempers cool.
As the House reassembled at 2 p.m. and Chair P.J. Kurien asked Mr. Narayanasamy to move the Bill, SP members, led by Ramgopal Yadav, entered the well again. They raised slogans such as “Aarakshan mein promotion nahi chalega [No reservation in promotions],” while BJP members who had been stalling the House for over a week over the CAG’s findings on coal blocks allocations, stood up from their seats.
Asking SP members to resume their seats, Mr. Kurien said he could not take up the Bill amid all the shouting. However, as the ruckus continued, Mr. Kurien was forced to adjourn the House for the day — barely three minutes into its post-lunch session.

No wonder at all. Our "Houses" had already witnessed such ugly scenes many times in the past.What is the difference between common people and these legislators. Are they not expected to be an example before others especially in the House?
coming to the issue in question, had great Dr.Ambedkar alive this day he would not have proposed this bill for sure for so many reasons.Even the fundamental reservation concept was only for a period of 40 years in the beginning. it has to be reviewed further to know whether it is to be continued or not.But it is not done yet for no valid reasons.Again, another reservation within the existing reservation system.This is against natural justice and will not serve any purpose other than demoralizing the general public at large
Many unsavoury incidents that have taken place within the parliament during several of its sessions have given the clear indication that there is lack of discipline on the part of quite a large number of our chosen representatives. The latest scuffle in Rajya Sabha makes it abundantly clear that indiscipline within parliament has touched a new peak. Very unfortunate indeed! If such things continue, we cannot hold our heads high as we used to in the bygone days.
This is a staged drama enacted by the jokers of the so called
conditional allies of congress like the one which took place in the
famous lokpal bill disruption in Rajya Sabha.
One UR candidate whose rank in the original merit list prepared by State PSC was 31 and some candiates belonging to SC/ST whose position in the said merit list were at 145 and 178. They were appointed in 1987. As on date, the two candidates(SC & ST) are in Class-I Gazatted post and the UR candidate is still Group-B (NG). Now, it is the time to decide whether reservation that too in promotion should continue or not. It is a pity that even after 68 years of independence this social stigma continues in our country. Is it not another kind of atrocities and injustice to another class of people?
This is very shamefull day for India and Indian. When we need to cut this reservation quota one by one, our policitions are busy in dividing community. This represents failure of our "Media" that should be responsible for people of India, they are busy to increasing their "TRP" to provide serials,movies and comedy drama. By the way these things already broadcasting other channels. One responsibility of the Media is to educate, aware and being conscious people of India. Now why should give reservation those are now self dependent.why should give quote of IT Inspector, teachers and so many other people who are not depend other. I want to say some word of Baba saheb Ambedkar here- " there is not diversity between lower caste and upper caste. Here is diversity between educated person and uneducated person and we should make effort to demolish this gap by providing qood education ". Now media ought to come ahead and aware people about these this and revel the real interset of politicians.
One more bad decision from the Manmohan Singh Govt is the introduction of quota in promotions. Quota starts from entering education and moves up to getting jobs and gathers speed in promotions. The only place where there is no quota as of now, is the graveyard. Perhaps the MMS Govt will finish that also before it reaches that place.
What an ineffectual and decrepit MMS as PM wasting
everyone's good time. It is time to go. Seven years in the coal
ministry whilst millions of people have lost their right to
electricity and power. If that has been allocated rightly today you
may not have Naxalites and Maoists rebellions in the the poverty torn
regions. It is a pity MMS wishes to stick on to the PM's position
while not being able to seek a solution for the CAG report. Looks like
India is really getting older and weaker. Is India senile too?
Now i understood the meaning of Brain Drain and is in favour of it. If
Promotions will have quotas then brain has to drain out else brain will
left hanging with the slogan of "I Quit" on the walls. Now this part,
this very part of Indian politics is what i'll call "an attempt to spoon
feeding" not a protection to castes.
Everybody knows that this quotas is not going to help poor people ,this is just a political stunt by BSP.If BSP really want to empower the backwards than they must build schools ,colleges in which quality education will be given.

After 65 Years of Independence, Still we fight for reservation in
promotion to SCs and STs in government jobs. Those who have already
jobs....
No Major bill for below poverty line people, Farmers and Unemployed
youth ???????
BJP does not want a debate, BSP and SP make sure that there is no debate, Congress is sitting pretty with the fractured opposition. The Rajya Sabha Chairman or Vice Chairman and the Lok Sabha Speakers are moot spectators who allow the unruly members to do as they wish instead of suspending them.
Who is totally 'done in' in the process -- THE COUNTRY.

Fantastic, I request the speaker of both houses to provide arms as well, will be much more interesting to see these useless fellows fighting for useless things.
I just now watched this on NDTV. This is a blackday in Indian politics and its shameful to Indians and do not know whether its shame to MPS of both SP and BSP parties. People from all over the world think that Indians behave like this and its impossible to convince them its only our MPS behave like this that too in (LS&RS)Parliament. Common man or uneducated people behave well on roads.
