The Union Cabinet on Tuesday approved a bill to amend the Constitution to provide reservation to SCs and STs in government job promotions. Government intends to introduce it in the Rajya Sabha for consideration and passage on Wednesday.
However, there was no confirmation on whether the BJP, which is not allowing functioning of Parliament on the CAG coal allocations report, would let the bill be passed. (A report by PTI quoting unnamed sources said that the party which has no reservations on the bill, has decided not to allow the government to help in passage of any legislation).
The bill is necessitated to circumvent a Supreme Court verdict striking down reservation benefits for SCs and STs in promotions extended by the then Mayawati government in Uttar Pradesh.
Barring the Samajvadi Party (SP) all parties are in favour of its passage.
The SP is not opposed to the proposal per se but wants the benefits to the extended to the Other Backward Classes (OBCs) as well. The party is of the view the envisaged Bill could be struck down the Supreme Court on Constitutional grounds as it has happened before.
In view of the disruption of Parliament for over a week on account of the standoff between the government and the opposition on the CAG report on coal block allocations, it is not certain if the government could manage passage of the bill on Wednesday.
If it is approved by the Rajya Sabha on Wednesday, the government intends to move it in the Lok Sabha on Thursday and get it passed.
Apprehending disruption of Parliament on Wednesday as well, BSP chief Mayawati met BJP leaders Sushma Swaraj and Arun Jaitley and appealed to them to co-operate in passage of the bill. The BJP top brass met late in the night but there was no indication on what the party would do.
The bill seeks to amend at least four Articles of the Constitution to enable the government to provide quota in promotions to SC/STs.
Voicing dissent over the bill as approved by the Cabinet, SP leader Ram Gopal Yadav said, "This stand of the cabinet is wrong. The Samajwadi Party is against this and we will continue to protest".
Welcoming the bill Ms. Mayawati said that her party is not averse to reservation in promotion for OBC or for religious minorities. "BSP will be the first party to welcome this".

“We will bring a constitutional amendment bill to provide reservations to the SCs/STs in job promotions in the Rajya Sabha on Wednesday. We are determined to pass it... we appeal to all parties to help pass it,” Parliamentary Affairs Minister Pawan Kumar Bansal told reporters. If passed by the Rajya Sabha, the bill would be brought in the Lok Sabha on Thursday. Mr. Bansal said the government requested the BJP to help it pass the bill.
I could see the reason for frustation in these reservation for promotion. But i believe it's already happening in govt. jobs.As long as a forward community person who is a very poor is respected more and enjoy more previleges in the community thana multimillionaire SC person, i think reservation should exist.Moreover reservation in Govt. jobs is not for employment it is for to have a say how the govt. functions and runs. When those 20% of the population is so much oppressed for nearly 2000 years I don't really find any wrong in reserving the administrative posts for them, simply because inour country people does have the caste loyalty and some kind of belonging o their castes.Even otherwise Forward who constiutes less than 20% of the population enjoying more tham 50% of govt. jobs. In the modern india govt. jobs is only for inefficient,lazy and corrupt buggars, why do we need to bother too much about the reservation there.

We should cancel all kind of reservation in jobs. The govt should provide all possible facilities to wretched and poors in getting them educated. And if that educated person acquires good knowledge after availing such facilities then automatically he/she can get a job easily. Reservation in jobs reduces the economic development. It also diminishes the much needed acceleration to achieve certain level of development. We should formulate laws/policies for creation of high quality libraries, free tution centers,and free student bus passes (upto university level). Promotion in jobs will facilitate inefficiency among the so called "reserved class". Definitely SCs/STs also have rank holders but eventually they will eat up general category seats as its a provision and non performers as per this law will be promoted. In the end due to this reservation policy, the country will be run by SCs and STs. Our lawmakers should make amendment to The Constitution for a better Indian future.

The sanctity and dignity of Parliament is lowered when the laws passed

In India, Begging is a crime but since 50 years we are making a caste of
beggers by giving facilities right from primary education, college,
institute, employment and even promotion. They are enjoying facility
since 3 generations. A son of land lord or an IAS or Minister if apply
for reservation on their caste, what will you call him a BEGGER BY

The bill is a very needed bill to provide social justice to the
deprived sections of society which continue to suffer discrimination
in the government job promotion. Caste hindus who dont want SC/ST to
be at par have always objected to their wellbeing and infact in jobs
where all promotion happen on caste neptoism no matter how competent
sc/st's are, sc/st's have suffered a lot......This bill will ensure
that 2 out of every 10 promotion would be earmarked to the eligible

independence. Are you not aware of the reservation systems for the
upper caste in temples and land allotments and in education for about
1800 years i.e before independence?
This bill will further deteriorate the functioning of the Government departments and PSU's. Job promotion should be completely on merit. The Congress and BSP are introducing this bill only to gain on SC/ST vote bank for the 2014 elections.
When “National front” headed by VP Singh( PM 1989-90) was threatened
by its own member Devi Lal (who was deputy PM), VP Singh played with
the idea of implementation of mandal commission report, just to divert
the attention by creating a controversy. UPA seems to be playing the
same trick. The timing and the haste it is showing in tabling “quota
in promotion” is to divert attention from various scams.
Mandal commission controversy did not provide lasting respite for VP
Singh Govt. Neither did it achieve any substantial social justice. So
will this dirty trick of UPA.

how can one stand their junior becoming their boss. i accept there may
be some discrimination in promotions but promotion is largely based on
seniority rather than merit in india. how can one get discriminated on
seniority. it is so objective that no one can do wrong in it. the
reason for less number of SC ST guys in the higher posts is due to
their entry at a later age because they(most of them) avail of
relaxation of age.
No one in Congress Party has the guts to speak against High Command

Indira Gandhi changed the basic structure of the Constitution when she
was defeated in a court case filed by her election opponent Mr. Raj
Narayan. When Indira Gandhi was assassinated by her body guard ,
leaders of Congress Party created havoc in entire country and thousand
of Sikh were butchered and police remained silent spectator entire
riot for 7 to 10 days.
Congress Party under the regime of Rajiv Gandhi amended Constitution
when the judgment of Supreme Court in Shah Bano case went against the
feelings of Muslim lobby.
Congress Party under the leadership of Sonia Gandhi is ready to amend
the Constitution to please SC ST lobby because the Supreme Court has
disallowed reservation in promotion process.
Congress Party is not ready to accept all audit report submitted by

Why not declare that all castes (including upper) are SC/ST/OBCs etc., and put up a quota of 100% reservation! That way, every one will have a fair chance.

In UP state general elections, Salman Khurshid, Diggi Raja and other congress leaders lured muslims to give quota. The result is before us, even muslims rejected the congress. It is very clear that public do not vote on this issue. Supreme Court and CEC should ban even introduction of this bill in the parliament since no party won election on this issue. In general election 2014, elections should be fought on this issue besides other important issue. If a party who is against the quota won election, then it must be abolished forever in any form. If a party in favour won the election, it can be introduced on economic/social conditions but not on the caste basis.

In Tamilnadu,it is almost impossible for so called forward caste
students to get medical seats.Now more than 90% of the unreserved seats
are claimed by OBC stuents.How can a community which can claim these
number of unreserved seats would be called a backward.It is the time to
review reservation policy.

UPA Government is not helping the minorities to become self dependent so
that they don't need reservations, but is making reservations a right
for them. This is not equality but vote-bank politics.
This step is deplorable and I understand even the intended
beneficiaries will understand that it is a great injustice to fellow
colleagues when they already got the benefit while recruitment.
Moreover, it is a retrograde step as it perpetuates caste rather than
diminishing it. Thirsly, when 95% of jobs are in private sector, this
provision will just help miniscule 1% of the intended beneficiaries
who already form the elite of that society. Even though politicians
will continue to play their games of dividing society on the basis of
caste, religion, language, gender etc,. its upto the citizens of this
country to remain united and take steps to eliminate all divisive
tendencies and fail the designs of these politicians. It was 1000
times better if government focused on creation of good education
opportunities (at primary, secondary and higher education levels) and
skill training rather than giving sops to one section of employees.
Believe me or not India will never ever be at par with developed
countries for the centuries to come as evident on the fact with the
progress made post independence. Some Indians don't need outside enemy
to destroy the harmony, society with quarrel, and puttting brakes &
big stones in development as some Indians especially the, out morale
political class (actually 'gaddar' with Indian passports) are enough.
Reservation is another missile from these gaddars which will take the
peace away from the society.
Solution: Abolish reservation as we did for 'sati' and many other
evils of the society. Instead provide financial & social help to the
people (i.e. to Human beings with no discrimination based on caste
because for every human being necessity is the same and can not be
different based on caste) who do not have basic daily amenities of

What's the meaning of having a constitution?
The constitution which is lauded as the world's greatest and even slightest criticism on any part of the constitution is considered as blasphemy by some groups(more because of their affiliation to the writers of the constitution than the constitution itself), can be sadly amended according to the whims and fancies of the few votebank-concerned politicians.And now the honorable MP's are supporting the amendment of the same constitution written by the same gods, they worship and under whose names they have established these political parties. Giving a little thought to why the constitution was written that way, before hastily amending it, would give the answer whether this is a right decision or not.

It's astonishing that govt is able to pass these types of bill in a
blink of an eye whereas it takes them 42 years to even consider a
good version of Lokpal Bill! Who are they making fool of? Reservation,
in its current format, is the worst thing that has happened to India
past independence. Mr Prime Minister, please explain me why an upper
caste person who is earning Rs. 10 per day is better off than a SC/ST
person earning the same amount or more and why they both should or
should not get the same type of reservation? If the purpose is to
improve the lives of the poor, what else could be more justifiable
than doing it on the income basis and not on the caste basis?
How you can consider the Constitution of India as impartial and unbiased providing
equal opportunities. I'm thinking of launching a Public Interest Litigation for striking
down of the unbiased nature of Indian constitution. I've been never treated equally in
getting opportunities in education, job and now promotions. Why should I pay taxes
to Government when I'm sure that my next generation is not going to benefit from it
and why not I try to immigrate to some country which actually treat it's citizens
equally.
This bill is making a mockery of India's constitution. It seems Congress

UPA couldn't introduce the amendment in Coal Act in eight years in-
spite of express desire of PM. Amazingly so called legal spokespersons
of UPA, Kapil Sibal & Chindrambam justified the delay of eight years
in drafting of appropriate bill. When there is a will, there is a way.
Vote bank politics is paramount. Mayawati had raised the issue for
reservation on promotion in July end. All parties are unanimous on so
called welfare of SC/ST. And bill is ready for introduction in
Parliament. It is likely to be passed without debate. Reservation is
required but for needy section of society that too at entry level.
SC/ST shall also be brought in the ambit of creamy layer. Further
creamy layer shall be based on rational analysis. New criterion are to

Let there be reservation in income tax collection. 50% of direct taxes should be paid by those who seek job, promotion reservation. 50% caste reservation should be there for soldier's deployed on Indo-Pak border.
As I believe, public comments / observations/ suggestions will not have any impact on the attitude of the congress govt./ leaders as have been seen in past. With their vindictive attitude, they can go to any extent to do things surreptitiously. As regards quota issue, let it be divided and shared among all castes on population basis. A government which is shamelessly advocating that efficiency clause may not come
in the way of reservations to Sc/ST is in fact promoting inefficiency as if already the

The timing of proposed bill is questionable especially when state elections in Gujarat are coming soon. Also general elections for the parliament are not far away. richer than the general public. Are they less intelligent,uneducated,
below poverty people to whom government is showing so much of sympathy
by providing benefits for generations since Independence from Tax

below poverty line. What is the advantage the society/country get if
SC/STs are promoted at caste basis? Why don't government provide

Reservation in promotion leads to utter laziness from the already lazy
folks who get reservation to reach till here. This is not going to bring
any "forwardnes" of the society rather will make them totally lazy and
useless to the competiative society. Vote bank policies and politics is
ruining the basic right of the other other for eqaulity. Perhaps we were
good under British rule itself - atleast they did administration and had
all the people of the country eqaully supressed.
UPA -Congress is creating nuisance again.Creating reservations on promotions, amounts to undermining talent and equality for Indians. The opposition must not let this nuisance be created. Instead let a law be passed that all moneys abroad stashed by resident Indians become national property and used for the up-liftment of the backward classes.
It is good that BJP has said no this time. But all parties should unite and say no to caste based reservations. It is sad that we are still practicing caste based policies. Rajaji started the Swatantra Party to fight the 'permit' and 'quota Raj' of a different kind in India.He was not against backward classes getting their ' due ' share in the country's progress. For the last 25 years or so,due to steady erosion of political morality and in pursuance of vote bank politics, the Congress party ( No doubt, V.P. Singh did more than what Congress has been doing to disturb social order,by his brand of vote bank politics) has been systematically dividing the country through its dubious ' quota' system , unmindful of the serious threat to the unity of the country posed by its skewed policies. Why doesn't the government bring a law that states that government and public jobs are available only for SCs, STs and OBCs? In the name of affirmative action you have reservations in jobs, eduactional instituitions and just about every place the government could bulldoze thier populist agenda.
Class is the new caste in India. Affirmative action should be provided basis economic benchamrks - there are so many people in the so-called forward caste who struggle and are effectively 'discriminated' because they do not have the benefit of being born under the SC/ST/OBC section. from a person who, in all fairness, is your junior and what about
consequential seniority and what about you just standing there and
watching your juniors become your BOSS. Won't this affect the
efficiency and mental health of the non-SC/STs ? and won't this cause
the fractures between SC/STs and other communities to become even
deeper ? and its apparent that soon OBCs and religious minorities will
also get reservations in promotions so therefore I ask, How does all
this serve our ultimate goal of creating a society and nation in which
no community is discriminated against ? and When will this reverse
discrimination stop ?
Why don't the govt bring quota in PM post and CMs?
India should be ruled by group of PMs one from SC, ST, OBC, Minorities
etc..

If the Government is so concerned about the plight of SC/ST, why
don't they improve their plight? As shown by Amir Khan, they still
suffer, especially in villages. Let the politicians marry their
sons or daughters to a SC/ST and prove that they have no bias
against them. At that point caste and creed come to the forefront.
Whenever medical treatment has to be taken, they go abroad or get
it done by a top uppercaste doctor. Why don't they get it done by a
doctor who has become doctor because of the quota he enjoys? Are
they afraid to undergo treatment from them?
i am beginning to wonder in which era are we in, still playing the
cards of reservation,castisim and its even more sadder to see educated
people vowing for reservation in promotions there by upholding a
notion that even an undeserved candidate should be promoted simply
based on caste.
India to survive and develop into future has to overcome this caste
based reservation and provide reservation in education for those who
are economically poor and have desire to achieve something big, well
as for promotion only a deserved candidate (uncorrupted, hardworking,
intelligent) should be promoted based on merit rather then demeaning
caste system
Going through comments above one can see the readership of this paper.All the respondents are concerned about efficiency,future of the country etc etc.What is the meaning of efficiency progress or prosperity if they do not reach the overwhelming section of people? As of now the benefits of India's growth do not go beyond a marginal group.The number as well as percentage of BPL population has been steadily on the rise after all these years of progress and growth.Weather we need this type lopsided progress at all is to be seriously contemplated.A small step like reservation in promotion will not do much in addressing problem. But still it is a step.If resistance to such a move is so fierce, I think it does not bode well for the nation
A promotion has to be earned. It is not a right. The Congress is playing a vote bank politics for short term electoral gains for which the country will pay a very heavy price in future.

Instead of providing quota in promotion, the government should recruit the reserved catgory candidates at a higher grade. So an IAS officer of general category will be posted at SDM/JTS level, whereas a reserved category candidate will directly posted as ADM/Under Secretary grade. Similarly, there should be reservation in the council of ministers at the centre and states. Why no dalit or OBC has not become the PM of the country? The PM post should be rotated among the major groups-SC/ST/OBC/General/Minority.Will the current government agree to that suggestion? At this rate,the govt may impose quota rule for using public urinals.
Why reservation in Promotion only.. Let them reserve the whole
government Jobs for SC/ST.. Efficiency or Caste which should be the
basis for promotion? utter shameless bills.. Government itself is the
biggest promoter of caste-ism here. Now instead of efficiency people
should work for SC/ST certificates. More and more sections of society
is gonna demand backward status. Economically backward forward
castes're worst section in Indian society now. I feel no enthusiasm to
work for the Government. As someone commented its better to migrate...
even to Africa. There at-least will hard work pays, rather than to
which caste one belongs to...
Reservation after reservation... first it was SC/ST later it was OBC... now once again SC/ST in promotions at State level... already it exist in Central. As for as i think if u reserve a post to a individual in the name of caste the post will not deserve its purpose... already they have entered the job on reservation and seniority fixed accordingly. Once again in promotion means their seniority get changed which is not a appreciable just because they belong to one particular caste. System in India has to change. Now day’s intelligent youngsters are not interested in Government Job since they good remuneration in IT sector now due these Reservations they will distance themselves from these jobs.
Why Indian future looks glommy - it is because of all these kinds of
reservations esp while promoting which should be based on Caliber and
not on Caste.This will lead to poor efficiency & performance of Govt
Corporations leading to defaulting or Bankruptcy due to poor performance
as reservations tend to put low caliber at top positions instead of
worthy candidates.
The objective of this is clearly vote-bank politics. Else it would have been enough to reserve seats up to getting a job.It is too hard to believe that the person who got employed still needs reinforcements in the form of reservation. If this is true, what is the quality of work expected from such persons? Even after independence of over 60 years, if the misery of the deprived is still remaining, what kind of governments we had all theses years ?
The union cabinet first raised the number of days from one hundred to one hundred and fifty the villagers get guaranteede jobs under rural employment scheme. Now they recommended quota for SC/ST in employment promotions in government jobs. One wonders why the government is introducing these schemes just before the general elections in 2014, the up coming state legislature elections and the mid-term elections in case the parliament is dissolved.
Promotion based on reservation may lead to inefficiency of the public sector. Reservation-based Admissions,jobs and now promotions may develop a vicious cycle which may put India still a 'developing' country. Hardly do I listen news about Merit.
Promotions should be based on individual performance only and the value adds he provides as part of his/her job to society/nation. Reservations in Promotion is totally a foolish legislation. Just because someone belongs to some caste doesnt mean that he should be given promotion. This will lead to total lack of commitment from every individual who are given such reservation, because they will think that no matter whether they do their duty or not and no matter whether they perform or not, they can get promoted to next level. This clearly indicates that we cannot get any kind of value adding service to the society from such individuals. Reservations were given for the past 60 years and there are no clear guidelines to withdraw reservations once such individuals are brought out of their so called 'backwardness'. The idea of giving unlimited reservations in everything based on caste will take the the entire nation backward compared to other countries
I do NOT think any other country provides quota (reservation) till death! Why not provide quota post-death in allocating graves as well! Vote bank politics has shamelessly reached such a height, I think it is high time intellectuals woke up and opposed this move. The original reservation in the constitution was aimed at only for 10 years since Independence. Now we have completed 65 years after Independence and instead of abolishing reservation, we are now expanding it to more areas. There is no end to it and quality will suffer ultimately. The so-called upper caste people should either oppose this tooth and nail or seriously think of migrating to the US or other countries , otherwise their children's future will be bleak in India.
Efficiency is the last casualty in government sectors under the present
regime of reservations.When one finds his work going unrewarded,he or
she develops laxity.
The move to provide for reservations in promotions, after the apex court
ruled against is a political gimmick by the congress.At a time when
there is a need to scrap reservation in toto, this move will result in
further decline in efficiency in government sectore.
We, as citizens of India, are guaranteed Right To Equality. Is this
Right to Equality in real sense? If we are REALLY concerned about the
welfare of the SCs/STs (or the deprived sections of the society in
general), we should ensure that they get the Basic Amenities of Life
like food, water, shelter and most importantly, primary education. Let
them compete in an open environment thereafter. By reserving jobs, seats
in institutes and now promotion, are our Lawmakers saying that the
Scs/STs/OBCs are less intelligent than the average Indian?
