Linking development to national security, Prime Minister Manmohan Singh lamented that his government was unable to spur economic growth because of the lack of political consensus on “many issues.”
In his address to the nation from the ramparts of the Red Fort on the 66th Independence Day on Wednesday, he said the time had come to view the issues that hindered development as matters of “national security.” However, he did not flag any one issue.
The speech, coming as it did amid concerns at the slowdown of the economic reforms and the perception among the people of a ‘policy paralysis’ in UPA-II, mostly focused on economic issues.
“As far as creating an environment within the country for rapid economic growth is concerned, I believe that we are not being able to achieve this because of a lack of political consensus on many issues. The time has now come to view the issues which affect our development processes as matters of national security,” he said.
Dr. Singh warned that national security would be in jeopardy if the pace of growth was not stepped up, measures were not taken to encourage new investment, improve the management of government finances and ensure the livelihood of the common man and the country’s energy security.
The Prime Minister said the adverse global economic environment had also impacted Indian economy and there was little the country could do about the conditions that prevailed outside. “But we must make every effort to resolve the problems inside our country so that our economic growth and the creation of employment opportunities in the country are again speeded up.”
He conceded that because of drought faced by some States, there would be some difficulty in checking inflation, but there was no need for alarm as the country had a big stock of foodgrains.
Dr. Singh said his government would leave “no stone unturned” to encourage investment so that entrepreneurs could make a “substantial contribution” to the economy. “To attract foreign capital, we will have to create confidence at the international level that there are no barriers to investment in India.” On the recent violence in Assam, he said the government would make every effort to understand what sparked it.
In an obvious reference to the controversies during the last few months of the tenure of the former Army Chief, Gen. (retd.) V.K. Singh, Dr. Singh said: “We have seen a lot of discussion in the recent months about the role of our armed forces and their preparedness. Today, I would like to reassure our countrymen that our armed forces and paramilitary forces are prepared to face any challenge.”
On the much-debated issues relating to the pay and pension of the armed forces, he referred to the recently constituted committee and said his government would act promptly on its recommendations.
As for measures to tackle corruption, Dr. Singh listed some of the initiatives, but maintained that care would be taken to ensure they did not impact the morale of public functionaries.








PM had promised to bring back black money in 100 days in 2004 and did nothing about it and not even a rupee is back. He harps on FDI in retail which is going to kill local industry, trade and agriculture with import of cheap Chinese products. Consequentlythe expected employment in retail will be off set by the increased unemployment in these 3 sectors. PM may once agin threaten the UPA leaders with resignation just as he did in the case of American sponsored nuclear energy bill.
Let Shri Manmohan Singh become honest 100%, that will create the right environment for rapid growth and co-operation from all, but a very tall expectation from a long history of distortions. Corruption, dishonesty and misuse of power of the ruling establishment is the “only” ‘block’ to evolve as a nation and a polity. The speech is a reflective of their long wrong doing and happening at the helm of affairs. Their wrong standing on many issues has created the present 'insecurity' and "chaos". Without taking responsibility, giving a gullible speech by blaming external circumstances is not the sign of a leader. The people don’t chose for a poor performance which has happened purely out of their own will-full negligence and ignoring voices of dissent and good advise.
The speakers themselves have contributed to chaos and insecurity. How could they cleanse and get the system right?
You bought SEZ to boost export and help the IT and services industry. What have you done for manufacturing or Agriculture which is pulling down the growth?
Without any significant step to improve growth in India, we are blindly harping our hopes on FDI in retail to wipe our woes. When countries like US and Europe and taking protectionist measures to stem their economy, our netas are trying to stifle our local business in name of FDI in retail.
Pity Indians who still vote you to power.
Appeasing to the demands of co-alition dharma over that of National security is like putting the parties interests in front and the nation in the backseat. It is shocking to see the PM, who is as well one of the eminent person's of our country, putting the interest of the party before national security.
A party which is not able to handle the co-alition should not be in power any longer...As simple as that.
Dear PM,I understand that there are huge pile of foodgrains in the country, but
do you have any proper warehouses to protect the grains from rain ?
I understand you have problem taking decision due to coalition compultions, but do you really take any decision to tackle coalition compultions and bring them to govt's feet ?

How can there be Political consensus?The govt does not have the mandate of the majority.Please see the results of all elections. Has any govt till date been elected by a majority of the electorate? Unless electoral reforms take place, the standard of governance will
continue to decline.Then there will be upheaval. We must act before it is too late. The gap between the rich and poor will widen.only a minority who has connections have gained till now.Whether it was licence raj or now PPP.
Linking economic development to only lack of political consensus at such forum by PM is nothing but absolute non-sense. He is just passing the bucks on someone else.
The same UPA-II never tried even for building political consensus with opponents as well as within ruling coalition members during presidential & vice presidential election. Instead they relied upon economic packages to state & CBI to get votes for there candidate. His government abused / misused CBI many a times to remain in power. It is a truth that without CBI pressure Mulayam of SP & Mayavati of BSP could have never supported UPA-II so unconditionaly.
If you recall our esteemed PM dared (lost crucial support of left parties during that period) to sacrifice even his government for "Indo-US Nuclear Bill". Why he can not show such commitment for other issues say Lokpal Bill, Electoral Reform Bill, Judicial reform Bill, Women's Reservation, FDI?
The govt wants Indian's to be pure consumers who produce, manufacture nothing of their own. They want India to be flooded with retail outlets selling everything imported, from fruits/vegetables to groceries to cosmetics to electronics to cars to everything.... But from where the money will come to buy all that? Offcourse through credit cards/consumer loans given by multinational banks (like Citibank/Stanchart/HSBC etc) at exorbiant interest rates. End reult (within 2-4 years) will be a nation heavy in debt to be repaid through selling gold & all previous savings. After 2-4 years India will be economic disaster like Greece & foreign govts (Germany/USA/UK/China who are big manufacturer's/producer's) etc will ask us to compromise on our sovereignity/freedom in order to get a bailout. Is that acceptable to 121 crore Indian's after having suffered a millenia (1000 years) of slavery at the hands of foreign rulers & only 65 years of relative freedom???
With All due respects to the Prime Minister I disagree with his
assessment.Growth is not always resting in big projects blocked
by political games.That is expected.There are myriad ways of
ensuring that growth takes place by ensuring that what is normally
expected and not done is forcefully carried out.Our country fell
because of just that.The good can be forced down also.The resources
can be spread in multifold directions till the political blocks are
removed.It clearly shows lack of interest, perception and to some
extent hatred for people who still belong to India never mind which
political party.He is Prime Minister of the country India and not of
congress or Punjabi groups.

The cartoon Baba Manmohan Singh deserves congratulations. In fact, both the babas - Ramdev and Manmohan Singh are pure and they have love for the nation. I think both the babas should accept the demand of each other. Baba Manmohan Singh needs to accept a small demand of Baba Ramdev to declare the illicit money deposited in foreign banks as "national asset" and I think every one in India will be happy and there will be no objection even by our Members of Parliament. So far as Baba Ramdev is concerned he is already doing the job of an economist. Even the intellectuals and great debators at TV channels agree that Baba Ramdev has provided no cost healthcare in India through his Pranayaam and yoga. I am very happy to learn that Baba Ramdev is going to identify ten patients suffering from chronic diseases in each village and to treat them through Pranayaam i.e. free of cost. Our PM is wrong in saying that our Defence and Paramilitary Forces are well prepared to meet any challenges. Foremost, he does not know much about military and paramilitary. Secondly, anything presented before VVIP or VIP during inspection is normally done by covering up loopholes to escape from displeasure. Our military, especially CRPF/BSF in Naxal hit states are extremely demotivated lots due to very tough duty compounded by very low pay. Military jobs cannot be at par with civilian jobs particularly in pay. Commensurate pay for tough duty is must should we want our Forces to stay motivated throughout.Lately, trainings in Forces have taken a new dimension of namesake. This is no brainstorming conference but running 15 to 20 KM followed by lots of strenuous physical activities daily. If we still think that civilian jobs are as strenuous as their military counterparts than go on, but in the end we will all be hurt by this.
Clean as our prime minister is he should ensure that his government is
clean as well. In the corporate world we have seen CEOs responsible for
corporate governance and being hauled up in the court of law for failure
to uphold the same. Does this not apply to our PM ? Sadly authority and
responsibility are divided while Mrs Sonia has authority ,Mr Manmohan
Singh has responsibility. This is the bane of this government
India needs more of statesmen than politicians. The present scenario is the reverse. I used to appreciate Congress but not anymore now. They are just bunch of power mongers working for self gratification and next election only.

liberalized the economy and threw the "socialistic pattern of society" concept to the winds.?
How has political consensus become important to you now? People of India can see

Might it help citizens’ understanding to know:
(i) which types of anti-corruption measures sap the morale of public

The real threat to security of India is not less growth.It is widespred corruption and loot of National exchequor by top echelons in political,bureaucratic,judicial and military establishments.Entire Indian people are united to see ending of corruption and just governance which has been sadly eclipsed.The Prime Minister knows it too well that the growth related trickle down 'mantra' repeated since 1950 has met total failure even in the Western advanced economies.In India itself 9% growth, not too distant past, has not helped millions striving to feed their families and sometimes feed themselves.India has also witnessed that growth has caused more not less corruption spread by foreign and national corporates,hence only winning class benefited by it.Pranab Mukherjee in his maiden address as President rightly alarmed,"trickle-down theories do not address the legitimate aspirations of the poor.We must lift those at the bottom so that poverty is erased from the dictionary of modern India".
Only promises will not do. Actions are needed to keep up the words

The PM has termed the recent riots in Assam as “very unfortunate” but he has not stated how he would ensure that illegal immigration from Bangladesh into the NE region would be checked. This issue is dividing people on religious lines as evidenced by the violent protests in Mumbai.
Most of the people in India expect our Politicians including the Prime
Minister express what they come to say in simple language so that it
can easily be understood by even a layman. They speak keeping in mind
as if only great businessmen and elite group of people are there in
India and but for their co-operation India cannot show any progress.
They simply ignore ordinary people and particularly farmers who are
the real players in the progress of India. Tendencies of politicians
towards these peasants should change. They must show real interest in
the development of the Country. That is the need of the hour.
I would say it was a very disappointing speech by Mr. Singh. Serving as the leader of the country for 8 yrs, its his responsibility to have a consensus on issues. I am wondering on election of President / VP, they have a huge majority, but on development issues, the blame is on coalition. By just aiming @FDI, they are ignoring the other doors to bring in the economic development.
How does slow economic growth affect national security? In any case why can't the learned economist,who is our Prime Minister, speed up economic growth? National security is affected by the alleged corruption in arms purchases etc.and not due to slow economic growth, Mr.Prime Minister. Don't cry on our shoulders,Mr.Prime Minister. Do something to alleviate the people's suffering.
The address of the Prime Minister shows only the incapacity of the government to deliver. The ruling government always blames the economic situation, non co operation by opposition, bad monsoon etc. This is like a person going to god asking him that he is suffering through lot of problems and requesting god to give some boon but the god saying that I am also in search of sombody who can help me. The government should be positive in its approach to corruption at high places, acting on the policticians involved in corrup practices, not saying that coaliation problems to save the seat of power, not buckling to coaliation threats but instead of facing them saying we rather quit power instead of buckling and foremost taking the opposition into confidence and get all the possible acts enacted to safeguard the interest and future of countrymen

as the water poured on sand. As you are talking of ” transparency and
accountability in the work of public servants and to reduce corruption”
we are seeing a sickening spectacle of Bangalore Metropolitan Task
Force (BMTF) chief, Additional Director-General of Police R.P. Sharma
being shunted out at the behest of astonishingly corrupt Corporation
officials So much for the “transparency and accountability”. Pity the
poor Prime Minster surrounded by several layers of security is in
virtual isolation, totally out of touch with realities of day to day
miseries of life in the country!
With due respect to our PM, it is surprising that he say our national
security will be hampered because of low growth. Both our national
security and the growth have been hampered because of the corruption of
his government in particular and of all the politicians in general. It
is a pity that he is not using his power and not doing what he is
capable of to bring back the growth but asking (begging?) for

Yeah economic growth affects the country's security. No doubt. But a
graver danger is corrupt people like the present congress
administration, pose a greater security threat to our beloved nation.
Why does he not now talk about punishing the corrupt now? Instead his
administration is trying to punish people like Hazare & Ramdev who are
agitating against corruption like the erstwhile congress did under
Mahathma Gandhi against the british. Manmohan Singh punish the corrupt

Manufacturing has collapsed.Manufacturing forms a major part of our GDP.
This collapse is due to faulty exchange rate.The Govt. has kept the Rupee artificially high.
In the process Imports from foreign is cheaper than buying locally.
This creates a scenario of local industry being starved of business orders & foreign

Apparently, the UPA is hell-bent on bringing FDI in multi-brand retail and our
sagacious PM is just setting the stage by his speech. He is trying to now use the
national security as an excuse. Everyone knows economic growth slowed because of
our poor show in the manufacturing sectors and corruption along with obsolete laws
are the major impediment for young entrepreneurs. However, PM is behaving in an
insensitive and irresponsible manner to usher in vested interests against the interest of
the "common man"...
It is illegal to call for boycotting elections, but is it illegal to boycott political parties?
Under fear from external economies on India suggests that we never think of generating potentially massive work front in our country. Simply providing drinking water and good sanitation could generate plenty of work to our people not to mention about power and infrastructure. Even after 66 years of independence many villages are still lit with kerosene oil and no common education system across our country. Mortality rate suggest how robust our health system is.
It is true that slow growth will also affect the progress in the defence preparedness and also technological development. But Manmohan Singh should also have asked most pertinent question : " Who has been responsible for this slow growth?" If he does introspection with true Indian heart , he will accuse himself and his governance. As usual, if he prefers to put blame on others, his true answer can be only his party leader. This 8 years of rule has nothing but weakened this country and chiselled each and every institution of national governance and democracy.

Our honorary PM paints a pretty picture every-time he addresses the nation. It's time the government takes serious steps and tackle issues. Its time they walk the talk. It's surprising that issues like Lokpal and black money are not taken as seriously as economic issues. Giving independence to institutions to self correct is not the right way to go in a democratic country like ours. Its time the ministers and the babus get accountable and work for the welfare and development of the masses.
From the speech given by our PM, it is fairly clear that he is aware of
all the problems of the country. But he is giving some false beliefs
like everything is in place, which is not the true case!
He should discuss the problems and their solutions with his ministers
first, which he has failed to do!
It's very sad the government is ignoring the national concerns even

The defence budget is the highest amongst all the departments. The
Ministry of Defence is inking new deals for imported equipments and
other warfare devices like the Rafale deal-the biggest defence deal
ever. This despite many allegations of irregularities. I fail see how
the economic downturn will affect the national security unless it is of
course the unemployed organises an armed rebellion against Govt. apathy.
I am quite amazed to know the functioning of various governments of our country.Corrupt people have no fear of getting punished.They make certain arrangements to avoid exemplery punishments.Poor and helpless people can't do anything because they can't go to the courts every now and then to redress their grievances.When they go to higher authorities,their grievances fall into deaf ears.I am citing an example here.Recently Bihar government organized exams to select teachers but the question papers were sold well before the exam.Ido have prove of the same.Icomplained to CM but it fell into deaf ears.No inquiry was done.I am enclosing that letter to CM here.

Sir,
With due respect and humble submission I beg to state that I have been declared qualified in TET(Paper-1-116 marks,Paper-2-122 marks,Roll no-1620118018) STET (Paper-1-112 marks,Roll no-0408110285) exams,but, alas! useless! There are so many laughing stocks in this whole process for the poor but talented candidates.Some of them are listed below-
1. 55% of 150= 82.5,it is well known to even Bihari primary school students but, our honourable human resources minister Mr. P.K.Shahi is extremely poor at maths.
He was not aware of this simple calculation while drafting the so called NIYAMAWALI, even not before the declaration of results.Suddenly he calculated and came to know that 82.5 marks is ungettable in these MCQ non-negative marking exams and after a lot of contemplation he reduced qualifying marks to 82. What a joke! Sir, this sort of human resources minister can produce clowns only.Sir, it is my firm beleif that I can run this ministry far far better than him. His excuse for reducing the qualifying marks from 82.5 to 82 is a bit digestable as far as TET exam is concerned where the no. of vacancies is 1.70 lacs whereas the no. of successful candidates is meagre 1.25 lacs but, Sir, I smell a big rat in his motto of doing the same thing to the STET as well, because for STET the no. of vacancies is merely 20 thousand but the no. of successful candidates is huge 90 thousand.Why the same policies for two different cirmunstances? Sir, have all the 82 marks acheivers-cum- B.ED.trainned been contacted on PPP MODE and has a deal been made before taking this ridiculous decision? I smell a huge huge rat in this!
2. Sir, it is quite amazing and can only be possible in Bihar that meagre 40 marks acheivers in TET exam became overnight intelligent and could score 120 marks in STET exam (You may please ask for such data from the concerned authority). Really a matter, deserving research by THE HARVARD UNIVERSITY TEAM!Sir you know? STET exam question-papers were available in the black market of our developing Bihar to boom its economy ? Sir, I do have the xerox-copies of some of those question-papers. If you wish to see them call me at your office but , Sir, I don't have enough money to travel to Patna and back.
3. Sir, approximately 9000 NIYOJAN IKAYIS in Bihar! then,once again the name of our mother state will spread from the North Pole to the South Pole and and from USA to Japan across the globe.Sir, suppose Mr. P.K. Shahi
has also cleared TET exam (though I doubt it) and myself too and fortunately my percentile is better than him. Sir,suppose he has a Bolero, a bundle of rupees and enough money to feed his family members during his one month's absence and I don't have even a bicycle and even 200 rupees (please leave about money to feed my family members for one month) and both of us start our TET voyages togethor for applying and counselling Sir, who will go to more NIYOJAN IKAYIS for both the purposes.Obviously On monetary ground the richer candidates like MR. P.K. Shahi will get more opportunity and will have more opportunity of getting selected than me.Sir, this is a clear voilation of the policies of a welfare state and Article-14 of our Constitution which clearly guarantees the fundamental right of equality of oppuotunity in employment to every citizen.Sir, is he a poor counsellor too ?
4. Sir,Anganbari lady supervisors and all other such posts are being filled on district-wise basis then why not teachers vacancy? Which will render equal opportunities to the rich or poor candidates of all parts of Bihar.If every candidate will apply to all 9000 NIYOJAN IKAYIS of Bihar then every candidate will have to spend atleast 50 thousand of rupees on xeroxing, mailing,counselling,photos,gum,hotel charge,food,train-bus-auto-rickshaw fare and above all on bribery.Poor and approachless candidates KHALASH! Rich and JUGARU will become teachers.Sir, are Mr. Shahi's wards not studying in Bihar sarkar's school? Sir, in earlier niyojans corruption was rampant and at so many places still niyojans are being found illegal and derserving candidates are driving autos or doing such other things. here.Sir, who is/are responsible for that?WHY DOES HE MAKE SUCH NIYAWALI IN WHICH THERE ARE MORE CHANCES FOR CORRUPTION?
Insted of raising security concerns resulting in huge defense expenditure, the PM should discuss matters threadbare with China, Pakisthan,Srilanka and Bangladesh as to how to reduce these costs and use this money for development.

Its good speech, but he is saying the same from last 8 years. And why the transparency and accountability only in case for public servants, why not all politicians. Everyone knows that a public servant's decision is affected by the politician. If the servant does not agree he will be transferred, for ex, in Mangalore 17 DC's came and went in a period of 4 years.
At a time when entire Nation is one in rooting out crippling corruption in public and private lives,the Prime Minister address on Independence day remains mute on a burning issue.It is corruption at the top echelons of power:political,bureaucratic,judiciary and military that is greater threat to national security than a few percentage growth.Moreover,the growth of 9 or 10 percent seen previously has not ameliorated woes of more than 700 million Indians striving to feed their families and sometimes feed themselves.The 'mantra' - growth will trickle down to poor and less privileged is a proven false premise. Since 1950 it has not been seen even in the World's advanced economies. Pranab Mukherji in his first address as President rightly alarmed"Trickle down theories do not address the legitimate aspiration of the poor.We must lift those at the bottom so that poverty is erased from the dictionary of modern India"."Wealth does not belong to individual"are Mahatma Gandhi's words.
