Mayawati presses demand in Rajya Sabha, rejects proposal of all-party meeting
A bill for providing reservation to SCs/STs in promotions in government jobs will be brought in Parliament within a fortnight, the Rajya Sabha was told on Thursday.
The assurance came after members in both Houses of Parliament cornered the government. The demand was pressed in the Rajya Sabha by the former UP Chief Minister Mayawati (Bahujan Samaj Party), who was supported by leaders from other parties, including D. Raja, Ram Vilas Paswan and Sitaram Yechury.
Taking up cudgels for a Constitutional amendment to correct the situation after the Supreme Court upheld a High Court decision striking down reservation in promotions for SCs/STs introduced by the Uttar Pradesh government, Ms. Mayawati rejected the initial offer for an all-party meeting as too late in the day.
As soon as the House assembled, Ms. Mayawati and her party colleague Satish Chandra Mishra were unyielding to the Chair’s request to raise the issue after the completion of question hour. The BSP chief said she had been raising the demand for a Constitutional amendment since April 30 and the House had discussed the issue threadbare a few days later with the government offering to call an all-party meeting which was never held.
Her demand was backed by the two Left Party leaders – Mr. Raja and Mr. Yechury – as well as Mr. Paswan, all of whom felt there was no point in convening an all-party meeting because this issue had been discussed earlier in the House and also because such an offer held meaning only if Parliament was not in session.
As both sides stuck to their positions, the House was adjourned for some time but normality was restored after the government came up with the offer of introducing a bill the week after next.
Normal proceedings in the Lok Sabha too were disrupted for some time as members demanded that the government bring a Constitution amendment bill for reservation in promotion of Scheduled Castes and the Scheduled Tribes in State jobs.
Parliamentary Affairs Minister Pawan Kumar Bansal conceded the importance of the issue but pointed out that a response to the Supreme Court order had to be worked out in such a way that it should stand the test of time. “We cannot do it in a hurry, we have to give a considered response,” he said.
Mr. Shailendra Kumar (SP) said there was fear in the minds of a number of SC/ST government employees on the lack of reservation in promotions while Panna Lal Punia (Congress) said Parliament had given SCs/STs the right to reservation in government jobs. Dara Singh Chauhan (BSP) demanded that SC/ST employees should be granted reservation in promotion in government jobs immediately.

is there somebody who shall speak up for general category employee who
suffer the indignity of serving under their juniors. it is alright to
give reservation at the entry level but at the promotional level????
it is a clear case of victimization of others on the caste basis.
If decisions of Supreme Courts dishonoured by politicians for vote then
there may be deep trouble.
Congress Party lost its credibility so such steps may not help.
Officers promoted through reservation at higher posts indulge in
corruption which is dangerous for India.
Peoples promoted through such system always promote corruption hence
in such condition talented and honest officers faces bad behaviors
from corrupt Dalit officers.
BSP promoted culture of Corruption so Dalit Officers of UP are
extremely corrupt.
Only merit, hard working and honesty must be basis of promotion
otherwise we have to change meaning of Promotion if we continue to
promote incompetent and corrupts to high ranks.
The present constitutional position is clear and if UP has done a proper
exercise on whatever policy it takes there is no need for supreme court
to interfere in such policy. Demand for constitutional amendment is
meaningless. Central Government is getting threat from various quarters
to survive for the rest of the term.
i don't understand the need for reservation in promotion.already the
government agencies and public sector undertakings are tagged as
inactive and sleepy further reservation 'll make it more worse.how can
merit and experience be overlooked? everybody should oppose the bill.
I do not understand the need for this move. By providing jobs, you are already securing a person's life. What's the need for bringing forth reservation in promotions as well? In the pretext of making our society a level playing field, such measures will further widen the gorge between us. Fighting the ills of discrimination with discrimination is tomfoolery.
Please read Art.16(4A) of Constitution. "Nothing in this article shall
prevent the State from making any provision for reservation in matters
of promotion, with consequential seniority, to any class or classes of
posts in the services under the State in favour of the Scheduled
Castes and the Scheduled Tribes which,in the opinion of the State, are
not adequately represented in the services under the State." There is
no need for any amendment as contemplated by so called dalit leaders.
They are going to put an end to reservation by all such over-actions.
There is general opinion among FC and OBC that from out of 200 houses
of SC in a village atleast 170 families are benefited out of SC
reservation in jobs. But not so in BC houses. Capacity building
through reservation will be counter productive if all such unwanted
measures are taken by continuously amending constitution without
tabling in black and white the reality of representation of various
caste and communities.
Shame that Parliament is taking up the cause of those who already utilized the reservation benefit while several Sc/St/ OBCs are still rotting.
Isn't providing any Quota based on religion and case against Constitution of India
and if yes then How these corrupt politicians get away with these amendments? GOD
