Rukmani Riar comes second and Prince Dhawan gets third rank
For the second straight year, the top two positions in the all-India Civil Services Examinations-2011 have been bagged by women — an AIIMS graduate and a social scientist.
Shena Aggarwal, who holds an MBBS degree from the All-India Institute of Medical Sciences here, bagged the top slot in the exams conducted by the Union Public Service Commission (UPSC) whose results were announced on Friday.
The second rank was secured by Rukmani Riar, a Master of Arts (Social Entrepreneurship) from the Tata Institute of Social Sciences, Mumbai. The third position was obtained by Prince Dhawan, an M.Tech. from the Indian Institute of Technology (IIT), Delhi.
Chennai-based law graduate S. Divyadharshini topped the list in the 2010 exams followed by computer engineer Sweta Mohanty from Hyderabad.
A total of 910 candidates — 715 male and 195 female — have been selected for appointment to various Central Services like the Indian Administrative Service (IAS), Indian Foreign Service (IFS) and Indian Police Service (IPS) among others, according to a release by the Department of Personnel and Training.
Of the top 25 candidates, 13 appeared from Delhi, three from Jaipur, two each from Mumbai and Chandigarh, and one each from Hyderabad, Chennai, Dispur, Patna and Jammu.
The result also showcased the pan-Indian distribution of successful candidates in the examinations. Candidates claiming domicile from Andhra Pradesh, Assam, Bihar, Chhattisgarh, Delhi, Haryana, Jammu & Kashmir, Jharkhand, Kerala, Madhya Pradesh, Maharashtra, Punjab, Rajasthan, Tamil Nadu, Uttarakhand and Uttar Pradesh are in the top 25 list.
The Civil Services (Preliminary) Examinations, 2011 was conducted on June 12. As many as 4,72,290 candidates applied for this examination out of which 2,43,003 wrote the test.
According to a release by the Department of Personnel and Training, 11,984 candidates were declared qualified for the main written examination held in October-November, 2011 out of which 2,417 candidates were selected for the personality test conducted in March-April, 2012.

Many hearty congratulations to both of them. Doctor and IAS combination is good in a system where corruption is absent. But I doubt if Shena Aggarwal would be able to deliver or would be allowed to deliver what she aims for to the society because of corrupt political system. India need good leadership with honesty and integrity in place supported by able IAS officers. But this system is just going to be a fairytale dream for us Indians. Our country is a good example of rich culture, immense resources, intelligent people but very very corrupt politicians and ministers whose main aim is to pile up money in foreign banks and sell our great country.
Congratulations to the toppers. However, instances like AIIMS
educated doctors, IIT educated engineers, IIM educated management
graduates opting to join civil service (rather than serving in their
core areas)is a sad commentary on the state of affairs in our country
AND the hype surrounding the civil service that the IAS Officialdom is
superior to technocrats, doctors, (why even defence personnel) etc.
It is high time that not only in pay but also in the powers & respect
the personnel in other fields than the civil service are given higher
weightage ( just like USA and other countries ), so that we may not
lament on brain-drain.

Its great to see increasing number of women candidates in the civil
services examination especially at the top positions. They are a source
of inspiration for all the girls of the country and necessarily they can
make a difference in the society because it is said that drop of waters
when collected fill the whole tank...

Looking on previous comments one can find many "critics" starting to give there precious comments..bt let me tell u..before being a critic first try to become an optimistic..a Doctor + IAS may also result in governing a city or district where we have the best health care facility..isn't it so..?

Congratulations to all the Successful candidates who got through. Please do not let your burning spirit to come down, when you come into contact with the most dangerous people in our country the Politicians, they are more dreaded than terrorists and Naxalities. You will learn about this very quickly that Pakistan or China is not our biggest enemy but the Politicians who rule at the Center and state level.
The value placed on administrative services in India is a legacy of the subservience prevalent during the British Raj. To be in the administrative services under the British was held prestigious. My guess is that even in the UK public administrative positions are hardly held in any level of esteem compared to that in India. The modern world is for active innovators and value creators not for passive administrators. Dr. Agarwal, Ms. Riar and others who are obviously extremely intelligent, have perhaps been influenced heavily by the Indian society and not thought for themselves independently, may have wasted their life in this pursuit. All you need to be an excellent administrator is sincerity, integrity and some basic common sense. Why should an AIIMS MBBS waste her time in administration? Besides, I truly hope none of these candidates have gotten into the civil services for joining hands with the politicians to loot the system. In any case, best wishes and congratulations.
Congratulations to the civil service toppers and the all qualifiers.This the only exam which tests only the hard work with average intelligence.Unfortunately lot of students avoid this exams due various factors basically their economic condition at the required time.Now, one can notice that lot of IIT' ians and Doctors opt for this service .It is a colossal waste of manpower.Govt spends Rs 2-3 cr to make a AIIMS Doctor . If they join civil service they are spoiling a general candidate from humanities. If these candidates are actually interested in civil service they can be sent to Medical, Eng services. UPSC should not function just like school board examiner but see the other side of the man power is also utilized

services.I think it will definitely change the people's
perception.Its true that IAS Officers have to abide to the
ministers' whim and fancies but remember one thing, we young people
are the future of the country and its fate depends our course of

Dr. Shena Aggarwal, not matter you have done a great job, but as per being a MBBS degree holder i do not think that you have got step ahead , but yes a student who might be there in his/her last attempt he got fail. in our society doctors have a great respect, instead of a politician puppet. Any way guys build up your self again and face the fire...

Getting selected in civil services exam. is for sure a measure to tell how good and accurate you were in answering question papers and interview board. It has hardly anything to do with one's character and desire to serve the people and make this society a better place to live in. Deep down in their heart, every selected candidate knows that he is going to rule rather than serve people and at times they would serve by default or due to some other obligations. No doubt the system/mechanism to run the government needs high degree of skill and knowledge but more than that what it needs is the good will, honesty and very sincere effort. Why can't our civil servants selection system/process has a way to measure these traits in an aspiring candidate and unless such selection process evolved we will continue to have scams/frauds in our government with rampant corruption level.

If only these bright and able people think with their brain and apply thier mind for change and development there is something to hope. Otherwise getting into IAS is good only for themselves. People should learn from some of the east Asian nations how to develop an efficient and nimble administration. With out archaic rules and good for none formalities what are these IAS doing after getting into the sevice? They should bring accountability efficiency and transparency into procedures. Does any one know how many applications are pending in the district collectorate in any given day? The general perception of IAS is no good.

Great achievement! You wasted one of the already scarce MBBS seat, The Rs. 32 Lacs Govt of India spent on subsidizing your Medical study gone down the drain, and now you will do what, serve the corrupt political system. If you weren't passionate about becoming a healer, Dr Shena, why did you choose to study Medicine in the first place. I am sure you would have topped even if you had taken up pure sciences in your graduation.
Its nice to see girls/women doing well in these exams, but at the same i wonder what exactly do the UPSC interview panel see while rating the candidates. I know of someone who cleared the final for the third time and did well in her interview but dint get selected for the third time !!!!!!!!!!!!!!! Does the panel justify their rating of those candidates who did not make it?????

I dont understand this. The government claims they dont have enough IAS officers,
and then they select only a 1000 people from about 5lakh candidates. It is hard to believe that the difference between the 1000th and 1500th person would be so huge that he/she cannot be trained. These are afterall just administrative positions and rarely requires any innovation from the officers on duty.

A TALENT AND POTENTIAL WASTED. In a country like India, IASs are nothing but a puppet between ministers and politicians. And if the topper thinks that they are going to make any amendments or can rule, then i could say, its gonna be a Fool's Paradise. For the money and possession, those things will be out of Black Money (You cant make an impressive Bungalow withing five years of your service). Its hard to comprehend why IAS are given such an extreme privilege. Considering that she is an AIIMS graduate, she could have given her best service to the society and the nation or to the world as well.
