Reaching out to states opposed to the National Counter Terrorism Centre, Prime Minister Manmohan Singh on Monday favoured joint and coordinated efforts to deal with challenges of terrorism whatever its origin, whether internal or external.
“There is no question that the burden of the fight against terrorism falls largely on the states’ machinery. The Centre is ready to work with the states to put in place strong and effective institutional mechanisms to tackle this problem,” he said.
The Prime Minister, who inaugurated the annual conference of Chief Ministers on internal security, did not dwell on the proposed NCTC, saying it will be discussed on May 5 in a separate meeting as suggested by some Chief Ministers.
Non—Congress Chief Ministers, as also UPA ally Trinamool Congress chief Mamata Banerjee, have raised objections to the provisions in the NCTC, contending that it will upset the federal structure and encroach on the powers of the states.
The Prime Minister warned that threats from terrorism, left wing extremism, religious fundamentalism and ethnic violence persist in the country.
“These challenges demand constant vigilance on our part.
They need to be tackled firmly but with sensitivity. The forces behind them must not only be contained but should also be effectively rolled back,” he said.
“Like other internal security matter, we need joint and coordinated efforts to deal with the challenge of terrorism, whatever be its origin, whether internal or external, and whatever its motivation,” Dr. Singh said.
Seeking a “holistic” approach in tackling the problem, he said, “This is a struggle in which we cannot relax. When we see turbulence in the region and growing factors of instability around us, we must strengthen our defences against terrorism.”
Dr. Singh said “today, terrorist groups are nimble, more lethal than ever and increasingly networked across frontiers.”
The Prime Minister described the internal security situation in the country has by and large been “satisfactory” since February last year, for which the efforts of the states and the Centre need to be commended.
“But I am sure all of us would agree that much more is required of us. Serious internal security challenges remain.
Threats from terrorism, left wing extremism, religious fundamentalism, and ethnic violence persist in our country,” he told the conference, being attended among others by Narendra Modi, J. Jayalalithaa, Nitish Kumar and Naveen Patnaik. Ms. Banerjee had deputed her Finance Minister Amit Mitra for the meet.
Terming the task of dealing with the security challenges as a “complex and onerous”, Dr. Singh said it is an endeavour that requires the united effort of everyone.
“Internal security is a matter in which the States and the Centre must work together, hand in hand, and in harmony,” he said.
Talking about Jammu and Kashmir, he said there has been a perceptible improvement in the security and law and order situation.
“As a result, the state witnessed the highest inflow of tourists and pilgrims during 2011. The Panchayat elections were successful and were more proof of the people’s desire to be able to lead normal lives free from the shadow of violence and terrorism,” the PM said.
On left wing extremism, he said 2011 was better as compared to 2010 in terms of the number of deaths caused by Naxal violence.
“But we still have a long way to go, both in terms of including people in the affected areas in our growing economy and society, and in terms of providing them with adequate account of security,” he said.
The so called “protracted people’s war” waged by left wing extremists against the state and society continues to target civilians and security forces, and economic infrastructure such as railways, mobile communications and power networks.
In the recent past, naxalites have also resorted to abducting foreign nationals, he said in an apparent reference to Italian hostage crises in Odisha which was recently resolved.
Stressing that accurate and timely intelligence was a prime necessity for defeating terrorism, Dr. Singh said some progress including strengthening intelligence gathering apparatus and establishing of NATGRID have been made.
He said the situation in some of the North—Eastern states have remained complex. “There was some improvement in terms of incidents of violence, but there is no question that much remains to be done to restore calm and eliminate extortion, kidnapping and other crimes by militant or extremist groups on the pretext of ethnic identity.
“The pilferage of development funds by militant groups is hurting our efforts to improve the lives of the people of the region. Inter—factional clashes, such as those in Tirap and Changlang, are another source of insecurity,” he said.
Dr. Singh said the answers to these problems lie in strengthening the law and order capabilities of the states concerned and in reasserting and rebuilding normal democratic political and developmental processes.
“More proactive state police forces reducing reliance on central armed police forces would be a useful step forward...I would hope that the implementation of infrastructure projects in the North—East will create conditions for the return of normalcy,” the PM said.
On the condition of police forces, the Prime Minister said “no system or structure can be better than the people who man it. The internal security structures of India are no exception.
“It is therefore important that we find ways and means of improving not just the number but also the quality of our police personnel,” he said.

Dangerous to hand over this terrorist government such powers. Already infringing on
our democratic rights to protest peacefully and bringing out large police force to
harass it's own citizens who are exercising their democratic right to congregate
peacefully, who would trust a move by such a scam filled group of individuals whose
development plans have only benefitted the rich at the expense of village folk losing
their land, of real scientists committing suicides because they refused to connive
with the business mafia, headed by a foreign woman of questionable education.
...filth and garbage everywhere,no respect for the very river, the Yamuna that flows
in it's own vicinity, which is reeling under pollutants and stench.. And compromising
the security of this country by handing over running of a deadly nuclear plant to
Russians scientists in South India in connivance with foreign interests. It should
behave in accordance FIRST with our laws before calling the shots on other States!
Good intention and idea.But First the states and centre should stop fighting among themselves on the power to curb terrorism.There appears to be mistrust in this area also like in all other matters.People should join together to fight against this mistrust prevailing in India as well as in many other countries in the world.

PM expressed correctly in the wake of terrorist attack across the country. If country had the better system of mutal understanding and exchanging of details about possible terror attack would have stop Mumbai attack and similar ones in the country in past. So we need to protect our people, infrastructure and country from the terrorist need to have good strategy that can sabotage their plans and techniques. But its hould be happen only through consultation and create an consensus amog all the states to come up with one solution without encroaching and suppressing the state powers that what they felts and crying agasitn center to come up an NCTC.
The article made amusing reading. Who is the PM kidding? He obviously avoided clarifying a few pertinent issues. Why have we not implemented measures from the Counter Terrorism doctrine? Why are we protecting convicted terrorists like Mohd Afzal and Ajmal Kasab? Why have we shelved Police reforms and modernisation? Why have we not appointed a Minister for Intellgence both at the Centre and the States? Why have we ensured that only our netas and their kith and kin are fully protected 24/7 by commandos while the aam admi is left to fend for himself? Why have we not sanitised the LOC and our Coastal Territorial Belt? Why have we showered all goodies on Kashmir and deprived North East India from development, knowing well enough that NEI is our nation's most important geo strategic cum geo economic segment? The list is endless....
PM should have also mentioned right-wing terrorism, in the form of land grabs, eviction, retrenchments, attack on people's rights to property, livelihood and culture. While poverty is not the main reason behind terrorism, poverty does provide easy cannon-fodder to terrorist leaders. People who have no hope and have lost faith in the fairness and adequacy of the legal and admin systems, are targetted for enrolment by terrorist groups.
Politicians should take a closer look at their own conscience- reflections in the mirror and reflect to what length they themselves have given vent, directly or indirectly,to those groups for selfish individual, party or other unethical motives.It is strange that after so many years in power, the PM is realising and feeling the back-kicks because he is suffering the political backlash. Somebody rightly said that Nature broght the concept of God to the human mind and added politicians as the devils incarnate.

Any policy created by the govt should not be in direct control of only one group.
Mr. Prime Minister has spread the right words. It's the common man who
has to lend a hand to the Government for the betterment of security
system in the country to fight terrorism and other such activities
which curb the peace of the nation. Not only terrorism but the
extremists which try to unsettle the law of nature are a big blot on
our national peace. For that, strong policies are to be framed from
the Government side and the role of the citizens for fighting for the
cause is to be clearly stated to them so that they know when and how
to act.
In the past many such meetings have been held which discuss about
security of the country but we still see such activities being
performed all over the country. Hence, the Government have to take
some ''real'' steps this time around. No doubt there has been a
decline but to bring it to level zero is the motto of a progressive
nation which has to deal with many other things too as the road of
development has many potholes.

What about corruption sir ? Corruption is the back bone of terrorism.. because of corruption terrorists buy their way in to the country.. also your ministers are eating in billions..
Terrorism is from an external force and we may have limited control over it.. But corruption is our weed which we need to clean out and it is very much in our control..
Pass a strong lokpal bill already.. It may not solve all problems , but it would be a strong first step! You climb the mountain only after you put your first step.
As far as terrorism and communal violence are concerned all government
actions are only rituals bereft of "Bhakthi". Media is under obligation
to take at face value whatever a Minister says but common people are not
under similar situation.
