Janata Party president Subramanian Swamy alleged on Saturday that there was “active connivance” between the then Union Finance Minister, P. Chidambaram, and the then Telecom Minister, A. Raja, in the decision to fix the entry fee and spectrum charges in 2008 at the 2001 “nominal” rates and to allow Swan Telecom and Unitech Wireless to offload shares to Etisalat and Telenor before the rollout of services.
He was making his deposition on his complaint in the 2G spectrum allocation scam case in the special court here.
After he read out the charges related to the spectrum pricing at the 2001 rates and offloading of shares framed by Special Judge O.P. Saini against Mr. Raja, Dr. Swamy said: “I further state that accused A. Raja alone could not be guilty of these charges, but he committed these offences with the active connivance of P. Chidambaram, at present Home Minister.”
Dr. Swamy said Mr. Raja and Mr. Chidambaram were “empowered” by a Cabinet decision on October 31, 2003 to determine the spectrum price jointly and “Mr. Chidambaram was aware of this empowerment.”
In this connection, Dr. Swamy referred to a January 15, 2008 letter written by Mr. Chidambaram to Prime Minister Manmohan Singh after Letters of Intent were issued; a letter Mr. Chidambaram wrote to Mr. Raja on April 21, 2008, seeking a meeting; an office memorandum by the Finance Ministry dated March 25, 2011, which alludes to Mr. Chidambaram's role; and the Prime Minister's statement in the Rajya Sabha on February 24, 2011.
“In pursuance of this empowerment, the two Ministers … met on four occasions. The first three [meetings were held on] January 30, 2008, May 29, 2008, June 12, 2008, and then subsequently after [an] agreement was reached and meeting of minds took place, they met the Prime Minister together on July 4, 2008 and conveyed their agreement on the question of price,” he deposed.
Mr. Saini asked Dr. Swamy to place on record certified copies of certain documents he relied on, and he agreed to do so at the next hearing.
The court deferred further recording of Dr. Swamy's statement to January 7.

To draw an inference on the culpability of the Home Minister for the alleged "connivance" in 2G deal, is too premature. Occasions were many to notice the fumes of speculations seen in air. That CBI has absolved the Home minister from appearance in the Court has left many raise eye brows. The much debated "note" prepared by none other than the Finance Ministry on the behest of Pranab Mukerjee was less kind to Chidambaram for his turning a blind eye to the decisions of A.Raja,that ultimately ended up with gargantuan loss to the nation. That led to schism in Congress circle only to be patched up on the personal intervention of the Prime Minister and Sonia Gandhi.The utterances of "Omen" prounced in media glare did not but leave showing "Ever tense" Pranab.To sum,all is not clear to give a clean chit in 2G probe!
any one who speak against the govt or a corrupt system or corrupt people will have to face some hidden/criminal form of atrocities/abuses.recently there were stay incidence happened with people where corrupts with the help of rouge elements went on to abuse families of whistle blowers(like hidden camera or electronic devices parked inside houses) so cheap!!where the country is going??
Its no secret that Mr.Swamy is a tool for BJP party. Agreed that Chidambaram is found of misusing the office. But there are courts to decide on it. Besides why Mr.Swamy is evading the fact that 2G spectrum chapter was opened none other than BJP itself. Why Swamy cant file any legal proceedings towards the illegal mining done in Karnataka, which is a huge loss for the public exchequer.
A party which is funded by vested interests and ten members is Janata Party headed by Swamy. He may be a whistle blower, but the whistle blows only in uni- direction and not in multidirection.
He deserves and needs the solid support of the people of this country.
He is Prime Ministerial stuff.
Mr.Swamy is a true whistle blower of the ministers in this corrupt regime. Once the heat falls off, Swamy will have IT rais, CBI Raids or even a accidents presenting a clear danger to his life. They have already shown the power by pushing him out of Harvard and destroying his house in Delhi. This is what happens to anyone raising a voice against the central command, take the example of all Team Anna members, YS Jagan Reddy, Chandrababu naidu etc.
sir,I have read Mr S.Swamy's comments on mr.Chidambaram's role in the 2G Loss.Chidambaram was then FM and he along with telecom minister decided to go ahead with the pricing of spectrum @ 2001 prices without auctioning? One simple question:supposing Mr Swamy was the FM or any other FM at that time(Oct 2003),could they have taken a decision otherwise? Could Swamy or any other FM in Govt,foresee the loss due to the Govt as now brought out by The CAG in 2011?! It is silly to point out that one has erred long after the event when the results turned out to be loss. Govt could and should take remedial action only as and when they know such decisions cause losses to the Govt.This became clearly known during 2007-08 and later.We hope our Hon Judges will certainly take note of this point and decide who are the defaulters to be punished?!
We understand that court takes a little more time to analyze the evidence before it before convicting Chidambaram, but, in the court of common man Chidamabaram is as guilty as Raja and he needs to be the next person in TIhar jail.
The 2G Scam issue is getting murkier and murkier. The Govt. needs to come clean. The people owe Mr. Swamy and the SC for forcing the CBI to investigate the matter and bring to justice those who have looted the country so brazenly.
