DUs would be treated as individual colleges to be affiliated to the universities
The Centre has justified in the Supreme Court the Tandon Committee's recommendation to de-recognise 44 deemed universities (DUs) as they have not fulfilled the parameters for a deemed university.
With the Centre granting no relief, the 44 institutions, a bulk of them in Tamil Nadu, accounting for a total of about two lakh students, would be affected if the Supreme Court accepted the Centre's contention.
The Centre had already informed the court that these DUs would be treated as individual colleges to be affiliated to the universities in the respective states and interests of students would be protected.
Sufficient opportunity
In its report, the CoOs (Committee of Officers, appointed by the HRD Ministry) reviewing the 44 DUs said that there was no ground to interfere with the conclusions of the Tandon Committee report. The three-member expert panel was appointed by the Union Human Resource Development Ministry following objections raised by the DUs that sufficient opportunity was not given to them to present their case.
The CoOs report was filed by the Centre in the Supreme Court on Wednesday after completing the process of review of these institutions (as briefly reported on Thursday).
The 90-page report (copy of which is available with The Hindu) says “none of the 44 institutions deemed to be universities placed in ‘category c' by the Tandon Committee, really seems to conform to the norms as laid down in the University Grants Commission guidelines (2000) in respect of such institutions.”
The report says, “It has to be borne in mind that the Tandon Committee only evaluated the DUs based on whether the particular institution was really working as a university or was it more like a college/technical institution. In fact, most of them have stated before this committee during the course of hearing that the institutions were mostly colleges affiliated to State universities due to which they were not able to take up ‘innovative' courses, including courses in the ‘emerging area' of knowledge or take up research/Ph.D. programmes as the institutions did not have the autonomy to do so. They were able to take up these activities only after getting the DU status.”
The report further says that “a similar line was taken by some of the medical institutions stating that without Medical Council of India's approval, they could not take up any innovative programme. Further it was also represented by the institutions before this committee that the time for them for improvement was very short while the institutions were being reviewed by the Tandon Committee.”
The report says “the institutions have submitted detailed replies and filed copious documents before the CoOs in response to the points raised by the committee of experts. All of them have made strong claims of having made significant progress in emerging areas, all elements necessary for a university.”
It says “The Tandon Committee has considered the position of the 44 DUs till the date of deficiency notice, i.e. January 25, 2011.” Therefore, the report says “the Tandon Committee and the CoOs are not concerned with the position of the 44 DUs as on the date of hearing.”
“The Tandon Committee, which has considered the replies from the institutions, have neither accepted the replies nor upgraded the marking of the institutions on each of the nine parameters in any substantial way to enable any DU cross over from category `C' to category B [in this category institutions have been granted three years to comply with the norms]. The CoOs, upon examining the matter, finds no reason to deviate from the conclusions drawn by the Tandon Committee, which comprised of academic experts.”

One & half year passed, till no any decision has been taken by supreme
court & ministry of india about 44 deemed universities. When final
decision will be taken by sc of india. I am employee of punab govt. I am
waiting of my promotion. Many persons will be retire without thier
promotion & may be not on this earth. Please take positive decision
about students.
One year passed, till no decission has been taken. Another session will start and some more student will fall in the trap. Our Govt and Judicial commanders should take early step to stop this activity and also take proper step to those who already got trapped in this.

i belongs to one of these affected deemed universities .my senior who
passed out from the university said that companies are not willing to
consider even the resumes of our students due to the action of gov.any
way take the action quickly and sensibly
iam an engineering student which belongs to one of these affected
university,at the time of cancellation our university was only 1.5
year old,but now the infrastructure is well developed and we have
experienced phd staffs for teaching.the gov says that courses,and
college can be affiliated to their old mother state university. but
our engineering course is newly started and dont have a mother
university(technical university).earlier our university is affiliated
to bharathiar university,which is arts and science university.so
please consider all these factors while taking a decision.
next semester of these universities conduct by IGNOU and degree given by ignou so that no student future will affected by supreme-court decision,so I request our supreme-court and HRD ministry take decision fast.

I am working as a faculty in one of the Deemed University which has been listed in the 44 DU list.I studied in the Govt State University.As for as i am concerned Our University is 1000 times better than the Govt University by means of quality of education and academic system.
No one Indian University was listed out in top 100 world Universities.crores and crores of funds are being spent to the IITs and IIMs bt MHRD .what is the use ....any Inventions ? patents? Kapil where are you?you list out the out come of the funds... and form a committee ...and derecognize the all IITs and IIMs ...
Why not take supreme-court decision fast on these universities and what will the future of students those are doing studies from there. HRD ministry take decision fast and giving enrollment to other universities by himself decision those students are studies are presently there.

Every year students are admitted in these universities.Govt is not giving any clear cut till 2011 admission.Students are in the middest of the sea.what will be the future of these two lakh students.Infact the infrastructure of many of these universities are far better than state universities.Govt should give more time to fullfill the university requirement.Please DO NOT ABANDON THE STUDENTS.Parents are desperated.
There is no news as to what happened on 22nd which was supposed to be the day of final verdict. Are the public and students and parents made fools once again. We have faith in the supreme court. Kindly pronounce the judgement at the earliest to avoid agony in the minds of students. The country doesn't want such factories. Order to shut them up at the earliest
Its great that deemed of 44 univerty is cancled , bcoz these institutes cannot fulfilled the criteria to be deemed,they were established just to make money. and no one is playing with the future ,money and tym of two lakh students ,students would be shifted to any state recognised university....,atleast they maintains some standard of recognisation.......

One of the reputed and high ranked Deemed University in Bangalore by the so called educational ranking Magazine were cheating people through false propaganda and creating the impression of a most happening campus through primary school like discipline, dress code etc are harassing its teachers and students whatever way they can just to create an impression among the public that they are teaching actual discipline. They treated the committees well cheated the public through gimmicks. If our Apex court do not show them the right way,they will rule our youth through Tuglak rules and spoil an entire generation. Deans , registrar and HODs are academically incompetent people here when several highly qualified people are dismissed or de-promoted for differences in opinion with the great VC and his gang.Innocent parents and students are being cheated by heir posh buildings and extravagance.They have first class buildings, second class labs and third class teachers with an ignorant VC as king
Better not to multiply further and stop at least now the family business, If the matters not decided by courts, the students will be losers in near future as no good organization will recruit these students, they will be at an advantage if these Universities are abolished as all the students will be affiliated to long running universities which have some reputation

Hon'ble Supreme court allowed the admission for 2 years after the first step was taken to derecognise these universities ? now the students have multiplied earlier they were 2 lalks affected students now 2X 3 = 6lakhs. What will happen to these students future ?
i deeply appreciate the findings of both the comitees wat they have done now they should hav done it long before coz this universities particularly in chennai and whole tamil nadu are the worst .Its full of corruption i,e taking lakhs and lakhs of donations poor staff quality. All these universities are being run like family business ,one who founds the universities becomes it chancellor and his sons daughters and othr relatives becomes other heads in these institution.they are fully xploiting the students and parents by taking money in illegal ways morovr the quality of education is too poor as compared to high schools even.B.sc and B.tech pass outs are teaching in these universities, no lab facilities no educational facilities.the rich guys are bribing the ministers and opening this type of universities and colleges and then start running it as family >business.these universities are torturing the students as students cant complain anywhere against them.
It is indeed a good step by the HRD Ministry to derecognise these colleges which became universities by some unfair means.
I would like to bring to your attention that the lab facilities available in some of the deemed universities are much better than that available in the govt. universities.This is my experience from visiting few govt. universities. i'm working as a staff in a deemed university
I request the Apex Court to take first of all action against all those responsible for recognition of DU"s not fufilling the required criteria. After recognition the DU's must be forced to fulfill the required criteria instead of derecognition otherwise this would creat chaos and frustration among all the passed out as well as studying students. These DU's should be blocked/prohibited to take further admission till they fulfill the required criteria and UGC/HRD should block further recognition of any new DU's at least for five years so that proper monitoring of already recognised DU's could be strictly done. I once again appeal the Apex Court to take decision sympathetically so that all those (students)who are not defaulters be punished.

It is fine now the govenment has identified the gap with these DUs. Immediately there should be countermeasure by the govenment to protect the interests of the students studying in these DUs. My suggestion is, these DUs may attached to the respective state universities and should be administered as per the guidelines of the state universities. Also the special courses offered by the DUs should be carried forward for the rest of the years and the new admissions may be held back from next academeic year.

Many state university affiliated colleges and some N I Ts are not imparting quality education as compared to some of these affected DU. Instead of cancellation of deemed status, the shortcoming of these DU can be better rectified and the DU can be made quality institution if all DU (and all state Univ. including NITs, IITs also) come under the ambit of some centralized regulation ( say Nation comm. for higher edn. & Research). Hence these DU should be given ample time before giving such punishment or chances to come up. Once these students migrated to the old state universities,then suddenly the quality of education will not improve ?
However the Honorable SC must understand these and suggest the Govt. accordingly because any hasty decisions may ultimately affect the students career.

Honorable HRD minister is willing to revert these 44 DUs to their earlier status as affiliated colleges due to lack of research facilities or other infrastructures. Can someone tell me as to how many students in private colleges have access to the facilities of a Govt.University college! If there is no access then what difference it makes whether an institution is a private college or a university? In the proposed arrangement, a student studies in a college(de-recognised from DU status for poor infrastructure)affiliated to a Govt.Varsity and the quality of education changes just because student gets a Govt. University degree!!. It is not a good idea as the minister thinks. The best solution to this case is to give DUs ample time to improve and monitor their imrovement by a competent authority. If nothing happens during this time, then the DUs may be dealt with severe actions. This will save the future of lakhs of innocent students. Felling a tree is easy but to grow is....
It is high time to decide on the future of these Universities, if the matters continue without decision many students will suffer as they do not know where they stand. The news about these universities spread in the society, even the bright students may find difficult to get the proper placements,The nation looks forward for a early deceive judgement.Corrupt practices entered into every walk of life even the Universities, deemed universities are part of it.I am following the events as helpless teacher in one of these Institutions. At present many Medical Colleges have no minimum standards in treatment to common health problems are doing research just to fulfill the UGC regulations. I think if these Medical Colleges continue as Deemed Universities,the UGC should exempt these colleges from research,so a great of misguided research and publications can be contained.It is unfortunate many substandard teachers have become famous scientists in the last few months after UGC regulations ???
Mr.Kapil Sibal seems to have rivalry with ex Minister who created these Deemed universities. Some of these Deemed Universities are old and reputed and how suddenly Mr.Sibal want them to be closed.Was our Government sleeping for so many years if these Deemed Universities are bad OR Mr.Sibal is extra ordinarily brilliant to know that these universities are Bad. Mr. Sibal feels that our regular/Standard Universities are doing justification to thier work, which is not true.our reputed standard universities are not doing the job they are supposed to do. Is Mr.Sibal has guts to close these universities? I would like to advise Mr Sibal to act judiciously.
It's a good thing to happen for the students of Tamilnadu especially. Only aim of most of these so called Deemed Universities is to make money at the cost of students and quality of education. They don't offer any value to the students for the money. They just adhere to basic text books and not contribute enough to be deemed as Universities. When you see so many DU's mushroomed in TN, one can't help drawing comparison to institutions run by Mr.Aadhi in film Sivaji. Wish the ruling comes in favour of the Government which will only benefit students.
The Tandon committee used unfair criteria to disquality many institutions. For example, if the chairman of the institution appointed his son as a director, it gets disqualified. This is double standard. In many institutions, including top ones, husband gets job for wife and vice versa. There are also multilevel cronyism and nepotism. Husband A in institution X gets job for Mrs.A in institution Y. Husband's friend B in institution Y gets job for Mrs.B in institution X. See the circular nepotism? You think this is rare? Think again. These abuses affect institutions that get government money. It would be better if Tandon investigated the top IIT/IISc/NIT type institutions for abuse of autonomy instead of picking on a simple administrative job give to a son/son-in-law in a nongovernment funded university and putting lakhs of students at a disadvantage for no fault of theirs.
Cancelling the permission/approval to the Deemed Universities should be resorted to only when all other concerted efforts to improve their standard, in a strict time frame, also fails. And that too in a phased manner, not sraight away.Let them be given some more time. Even a death convict get chances to improve himself. Though I am not a staunch supporter of these so called Deemed University,most of which were created not out of sheer pursuit for academic excellence, which everyone knows,many of the State Universities are also lagging behind in many aspects. So afford them a chance to improve, lest go to hell! Slippages in conducting annual exams as long as 9-10 months are criminal negligence and irresponsibility and want of accountability which can be seen on the part of state Universities. Erstwhile Agra University is one such example.
Now what will the student of these universities do? They are looted by both side by govt as well as these institutions. Because why the govt. given affiliation to them without checking authenticity? i m not supporting of DU but i want to the government to realise what will be the future of approximate 2 lakh student?
Why first of all the government gave permission to start deemed universities. If they identified that they does not posses the required infrastructure they would not have given permission to start the universities. It is too late as many of the students got admitted with deemed universities and what would be their future??? The government has to give time frame to improve the infrastructure. not to close the universities. this not the right approach.

If UGC and MHRD can not regulate these deemed universities, how they are planning to regulate foreign universities? Mr. Kapil Sibal and those who support him on this issue should think about this. "Those who can not climb on the roof and catch a bird can not dream about catching a flying airplane". I think Mr.Sibal has that slavery mentality who thinks "white is always smart". If deemed universities are to be blamed, then UGC and MHRD are also to be blamed for not forming proper regulations. Please do think about the problems this will create to lakhs of students who joined these so called univerties and many who graduated from these universities; instead of shutting down them try to put conditions so that they conform to certain standards and function efficiently.
i say that watever decision would be taken,,,,must be done keeping in mind the better interest of the studens of these universities........the lives of the students has been made a joke as even if the government pass these universities as of now .....and when we pass out of it and after that it is derecognsed...then the degree and the years spent would be of no use....so i would say take any decision that would do good to the students in the long run......!
It is strange that such a sweeping decision has been taken without either of the committees setting their feet in the said DUs.The decision arrived at is arbitrary clubbing together the infant universities with the ones founded before independence.Many of these universities have played a major role in freedom movement and the education of masses.The committees should have discriminated between those which are minting money and those which really serve a social cause.At the most the government could appoint their OSDs in these DUs to monitor their functioning.If it is not a sheer political battle between Kapil Sibbal and late Arjun Singh then the MHRD should reconsider its stand and look at the facts before making such a sweeping recommendation.This looks like the famous Andher Nagari of Bhartendu Harishchandra.

Our education system is already bad much worse in the deemed universities. The admission and examination system is totally manipulated in many deemed Universities according to the donations ?,and many are run by strong politicians, there must be some end to this game.It is unfortunate the present crisis should be resolved or else the students graduated from these universities will not be accepted in any reputed organization. The people already qualified should be given the affiliated degrees to the University which is taking up.A time to stop wrong things every action has a equal reaction never forget Newtons 3rd Law still works?
Why they have given approval? Why they didn't checked these facilities before approval? May be, they are reducing the strength of DU to bring foreign universities. Then only the students will go for foreign universities even the FEES is high. I'm not supporting DU. Realize, the govt. which brought DU by getting money is now derecognizing it for more money from foreign universities.
what is the fate of the 2 lakh students who are studying in those deemed universities, what is the fate of those students who had already completed the course . the set up of the govt should protect their interest before coming to adecision.
yes this is good in favour of country. i have seen many centres and institutes are taking bribe for passing the students and students are fully cheating in the exam time many south and west universities are taking bribe even my friend was saying that you just give 10000 rupees and take a certificate of graduation.

IF the second committee did not considered the improvement made in DUs after Tandon report done, I feel there is no use saying "DUs have not fulfilled the requirement". So, Supreme Court should make a better decision for student and DUs which are atleast fulfilled the minimum requirement as on now.

We are very much anxious to know when this new system would be put in practice. Being the student of one of these deemed universities i am extremely concerned if this will affect the on going semester curriculum and the university exams which are going to be conducted very shortly

this is really bad....in india govt colleges are very less..deemed universities are DOING A GOOD JOB BY GIVING QUALITY STUDENTS IN various companies eg.INFOSYS,NISSAN RENAULT etc..if the SUPREME COURT agrees the centre,then a lot of students more than 2 lacs of students will be affected.so we students of all the deemed universities request to study for the future because only govt students are not be engineers.
Nobody has bothered to mention the list of these 44 deeded to be universities. For me, I would like to know, at leaset those 16 of them in the state of tamil nadu. Looking forward to the list.
some of the students have taken admission on the basis of rank in AIEEE through there councelling system, which at that time approved the quality of institution.Now if thses students are branded with passing out from rejected DU, for which they are not guilty but are being punished, isnt it will be injustice to them by our supreme justice body? so please make such an arrangement to honour the degree with same grace as these students are doing same labour to get their degrees and punish the people envolved in recognition of these institution. on the other hand be fair on evaluation and try to evaluate all new and old, govt or pvt institutions honestly and publish it for future guidence to comming generation. once again I will appeal to deciding authorities to solve the matter keepng in view the future of these students. Overall our justice system says 100 culprits may not be punished due to benifit of doubt but no innocent should get any punishment.
i really appreciate the true findings of the committee. I am also a deemed university student. i found my university like a college not university. so the government should de-recognise these 44 deemed universities. my suggestion is... student may shifted to recognized university.

Do any thing But don't affect the career of any single student from these university & also there should be strict action against the persons who gauranted these university without considering all the factors and eligiblity.
It only shows that the govt poor functioning. At one time the same govt given away the deemed status to all and sundry without proper evaluation, and the suddenly wanting to cancel their recognitions. Is the govt willing to prosecute its then ministers for illegally awarding the status. Secondly, why not the govt also review the functioning of the govt universities. Many of them are very poorly running comparing with some of these deemed universities. The better approach is for the govt to take steps to control, improve, rectify the functioning of the deemed universities. UGC should take proactive role in monitoring the running of the DUs.

Do it soon. We welcome this approach. Earnestly i'am saying the quality of students got deteriorated. Even some good working students are affected by this deemed universities.The problem is half with versities and half with students. No original thinking with students. Please cancel the status soon.
It is rediculus. 44 deemed universities should be given minimum of 3 years time to establish themselves. Most of these universities are far far better than State universities in maintaining quality.MHRD should reconsider the issue.
We should appreciate the true findings of the committee. Most of these Universities were created to amass money without any control of the Government. No social justice, many deemed universities are cooking research to misguide the society with substandard teachers , which will be more dangerous to the national reputation in the field of research. Hope justice will prevail in the ongoing cheating.
This is bad. When India needs about 2500 New Universities more to meet out the demand of the country from the present level, at least they should have considered some of the worthwhile universities out of this 44 universities to upgrade 'B' category.
Instead of encouraging private Deemed Universities they are going back to degrade whole country. We cannot compare International level. Our system is different. The education that too the higher education in India is felt by the majority society only in the recent years. Previously we were all along under slavery with various external and internal rulers. We started and allowed to educate ourselves only during the past 50 years after Independence.
Still there are lot of points to be discussed to think and take this issue in a positive way and to approve possible universities, considering the above valid point.

I think union HRD minister is more than pleased to see two lakhs students in the street begging for a job, knowing that nobody is going to accept them even if these DUs are reverted back to colleges. The result; anxiety, animosity and agony will rule over their mind for the whole life time. All these not because of their fault. It is the decision of another HRD minister and union government who proudly created these DUs for the goodness of India's young generation!.I hope the honorable Supreme court will consider all these factors, before passing a final verdict.
