Lok Satta Party national president Jayaprakash Narayan has criticised the Central Government for its “dismal failure” to address the disastrous financial implications of the proposed reorganisation of the State.
The Centre should have focussed attention on finding solutions to the financial issues arising out of division, but it chose to altogether ignore the issue.
He wanted the stakeholders, including political parties, academia, and civil society groups to mount pressure on the Centre to ensure that justice was done to all regions through comprehensive and amicable solutions.
Quoting the data for the financial year 2012-13, Dr. JP had pointed out that while the total receipts were pegged at Rs. 1.27 lakh crore as against the expenditure of Rs. 1.29 lakh crore.
Non-divisible receiptsWith the non-divisible receipts of the State as a whole in the form of share in central taxes estimated at Rs. 58,679 crore, coastal Andhra was expected to have surplus of Rs. 684 crore and Rayalaseema would face a deficit of Rs. 7,005 crore while the deficit of Telangana, excluding Hyderabad, worked out to Rs. 8,407 crore.
Hyderabad would end up with a surplus of Rs. 12,854 crore if the divisible and non-divisible receipts and expenditure was taken into account. The Centre should therefore address the grave problem of deficits before moving ahead with bifurcation.
