The Chief Secretary P.K.Mohanty has constituted an apex committee headed by Planning Department Special Chief Secretary Tucker to oversee the State bifurcation process.
Mr. Mohanty who convened a meeting of Secretaries of all departments to discuss the aspects of bifurcation comprising distribution of personnel, assets and liabilities, projects, buildings, public sector enterprises here on Tuesday constituted about 15 sub-committees which would submit subject-wise reports.
The sub-committees focus on different departments such as finance, assets, buildings, public sector enterprises, Investment and Infrastructure, health, education, services, police personnel, revenue generation, energy, corporations etc., and the apex committee would coordinate with the sub-committees.
A political leader or an expert may be appointed as the chairman of the apex committee, it is learnt.
According to the sources, Centre indicated to the State that the apportioning of employees, assets and liabilities, should be completed within 10 days. However the department heads unanimously believed to have conveyed to the Chief Secretary that the process would take at least two months.
All the department heads were instructed to computerise all the files related to bifurcation process and submit them to the Chief Secretary and to the Finance department. The files related to projects, schemes and disputes related to both Telangana and Seemandhra regions should be marked separately to both the regions.
Major training institutesIt was also disclosed in the meeting that the land details through out the State would be recorded and a decision would be taken to whether to continue some defunct corporations. All the reports of various sub-committees would be forwarded to the Central committee.
Common capitalIt was also indicated in the meeting that the distribution of existing buildings in Hyderabad between Telangana and Andhra Pradesh States would be decided by the Governor as the City would remain as common capital for 10 years. The list of about 100 major training institutions like APPA, MCHRD would be prepared as they would be common to both the States for 10 years.
According to the finance department officials, of 78,000 State cadre employees to be distributed between the two states, about 50,000 would have to be transferred in a transparent process and it would take about two months time.
Meanwhile IAS officers Association understood to have given a representation to the Chief Secretary that options be given to IAS officers to choose the State cadre.
