Even as the State government officials left for Delhi for provisional allotment of posts and employees to Telangana State, Telangana employees’ associations demanded that all T-employees be allotted to Telangana State.
The State government fine-tuned the list of State cadre posts divided between Telangana and Andhra Pradesh on the basis of population and the employees to be posted there in accordance with the guidelines approved by the Centre.
Finance Department Principal Secretary P.V. Ramesh and other officials left for Delhi to submit the data to the Department of Personnel and Training on Monday. The Centre is likely to issue ‘orders to serve’ in Telangana on May 28 or 29.
Meanwhile, Telangana Secretariat Employees’ Association president Narender Rao said those Telangana employees allotted to Andhra Pradesh Secretariat from June 2 would not report there and they would represent to the Telangana Chief Minister K. Chandrasekhar Rao to retain them under Telangana government by creating supernumerary posts, if required.
He asked the employees to not be agitated as this was done as per the AP State Reorganisation Act, but they would seek relief once their government would take charge on June 2.
Seemandhra Secretariat Employees’ Forum chairman U. Muralikrishna said that of 3,100 employees in the Secretariat, about 1,300 would be allotted to serve in Telangana temporarily. As per the guidelines, no State could keep surplus staff than posts. Only about 100 Seemandhra employees would be asked to serve in Telangana now. However, the issue could be represented to the Andhra Pradesh government after June 2.
In a bid to allay concerns of employees of both Telangana and Seemandhra, Mr. Ramesh held a meeting with both associations on Sunday and explained them that ad hoc arrangement has to be made in accordance with the provisions of the State Reorganisation Act to have employees in place under Telangana government.
The existing State-level posts were divided on the basis of population ratio of 41.68: 58.32 and employees were allotted on the basis of local status. But in departments where Telangana employees were in excess to the posts, juniors among them were allotted to Andhra Pradesh and vice-versa.
