Staff distribution norms only after Modi’s approval

State government officials to be ready with all the data by May 23. The State had already prepared the primary guidelines for the distribution of posts between the two States and they would be issued in a day or two.

Guidelines for distribution of State-level employees between the two successor States will be issued only after the new Prime Minister takes charge.

Sources said that the guidelines prepared by the C.R. Kamalnathan Committee for distribution of State-level employees as well as provisional allotment of employees to the Telangana State before the appointed day have been submitted to the Centre for clearance of the Prime Minister’s Office.

However with Manmohan Singh stepping down without clearing the file, it will be for the next incumbent to give his stamp of approval. With Narendra Modi to be sworn in Prime Minister on May 26, it is now expected that the approval for the provisional allotment and also guidelines for final distribution of State-level employees will not be issued before May 28.

State government officials dealing with employees’ distribution, however, said that they would be ready from their side with all the data related to number of posts, personnel in the Secretariat and heads of departments and the local status of the employees ready by May 23. Once the Centre cleared the file, the provisional allotment will be done well before the appointed day.

The State had already prepared the primary guidelines for the distribution of posts between the two States and they would be issued in a day or two.

The State after a marathon exercise identified the total number of sanctioned posts in the Secretariat and HoDs. Of 4,417 sanctioned posts of all cadres in Secretariat, 1,379 posts are vacant. In HoDs against 46,320 sanctioned posts, 13,380 are vacant. Under the category of State cadre in field, there are 39,486 posts while 10,532 are vacancies. The distribution of sanctioned State-level posts would be on the basis of population in the ratio of 58.32 : 41.68 between Andhra and Telangana States.

The State also uploaded the local status of ‘single unit’ section of Secretariat in the website on Tuesday to enable the employees to verify and come out with corrections, if any. It would also upload soon the local status details of employees in Law and Finance units in a day. However, the Secretariat Telangana employees’ association disputed the details given by the State.
