The distribution of State-level employees between Telangana and the successor State of Andhra Pradesh seems to be running into fresh problems due to lack of clarity over the ‘timing’ of options to be given to the employees.
Recently, the government had issued an ultimatum to the departments and corporations to upload the details of sanctioned posts and information related to employees by April 12 to speed up the process of distribution of employees between the two States before the appointed day of June 2. So far, the assumption was that the distribution would be on the basis of options given to the employees.
According to the AP State Reorganisation Act, the State-level employees will be given options and based on their choice, they will be distributed to the two States based on the guidelines to be evolved by the Central government committee.
However, the committee members dealing with the bifurcation issue expressed divergent views on the employees’ distribution. Some officials are of the view that the provisional allocation of employees to the two States will be done first, based on their nativity mentioned in the service record before the appointed day.
The question of options will come only after the respective States come into existence as it will be a time-consuming process and may take three to four months, they said.
Some other officials pointed out that after the provisional allotment, if the employees were re-distributed later based on their options, it might lead to new problems and rake up regional differences. Telangana employees may then oppose Seemandhra employees who choose Hyderabad as their option.
Higher officials meanwhile contend that it would be impossible to divide the employees on the basis of options before the appointed day. The Union Government would decide the provisional allocation based on broad principles. However, no final decision was yet taken, they said.
Agitated over the confusion, some employees’leaders recalled that in the three States which were reorganised, the provisional allocation was made on the basis of options given to the employees. The final allocation, however, was decided later.
