Seemandhra, ‘T’ employees make conflicting demands before panel

Telangana and Seemandhra employees put forth their views to the C.R. Kamalanathan panel

The C.R. Kamalanathan Committee, which will assist the Centre in drafting guidelines for allocation of employees of the united State between the two successor States, got an indication of the complex exercise that lies ahead given the diametrically opposite views expressed by Telangana and Seemandhra employees here on Friday.

Over 16 employees’ associations were called by the committee to elicit their views on allocation of State cadre employees to two States before June 2. The State Reorganisation Act has given provision for the State-level employees to exercise their option for allotment to the successor States while no such option has been extended for the local, district, zonal, multi-zonal cadre appointed under the special provisions of Article 371-D.

The Telangana employees and gazetted and non-gazetted officers’ association leaders Srinivas Goud, Deviprasad and M. Narender Rao categorically opposed giving option to employees. They said employees of Telangana nativity alone should be allotted to Telangana State and the rest to the residuary State of Andhra Pradesh. Nativity should be based on verifiable academic records, they opined.

They said originally the posts that should have been filled in the open quota were filled only with Seemandhra employees in the 10 districts of Telangana. This was also recorded in the Girglani Committee report approved by the State Cabinet.

Added to this, several Andhra employees were brought to Telangana on deputation and were later illegally regularised by undermining the local quota, they alleged.

The Seemandhra employees, on the other hand, demanded that option be given not only to the State-level cadre but also to the local, district, zonal and multi-zonal cadre employees to choose one of the States.

Otherwise it would violate the provisions of Presidential order of 1975 which was superior to the State Reorganisation Act, said APNGOs president P. Ashok Babu. The Presidential Order enabled inter-zonal transfer of local cadres. Violation of the Presidential Order would be challenged in court as the Act said 371-D would be in force in both the States, he said.

Mr. Ashok Babu raised an objection with the committee that without finalising the capital for residuary AP it would be premature to take options at this stage. Until then only provisional option should be given.

He also said cadre strength could not be unilaterally divided.

The Seemandhra employees requested that necessary guidelines be issued for conferring local status to the children of Seemandhra employees (who are to be allotted to residuary AP) in new AP irrespective of where they had studied.

Various teachers’ associations in their representations said that teachers working in zonal and district cadre be given option to choose a State.
